BLACK economic empowerment should remain policy until the economy is transformed and black people have more ownership. The chief executive officer of the National Empowerment Fund Philisiwe Mthethwa says the NEF is an agency of the department of Trade and Industry and is the only development finance institution exclusively mandated to grow broad-based black economic empowerment.

UN Secretary-General Ban Ki-moon says despite the terrorist attacks in Paris two weeks ago, the Climate Change summit starting in the French capital today, will succeed. He was addressing the media on the sidelines of the Commonwealth Heads of Government meeting in Malta. In 2011 world leaders agreed to have a universally legally binding Climate Change agreement by the end of 2015. And Ban says they cannot afford to postpone that commitment any longer. The Minister in the Presidency, Jeff Radebe, says African local governments need to invest in proper urban planning and management systems in all urban areas. He says the existence and continuous increase of informal settlements in cities shows there's insufficient planning for growth coupled with insufficient resources to provide housing options for urban dwellers. Gauteng police will investigate if the taxi involved in a crash where 19 people died on the R-28 between Westonaria and Vereeniging was overloaded. Gautrain services between Hatfield and Pretoria has been disrupted this weekend due to an accident that was caused by a cement truck. Spokesperson for Gautrain Kesagee Nayager says the truck overturned hit the fence and ended up on the rail line, which therefore affected the overheard power cables.

The Environmental Affairs Minister Edna Molewa says she will appeal the Pretoria High Court's decision to set aside the 2009 rhino horn trade moratorium. This follows a court decision to grant rhino breeders John Hume and Johan Krüger to set aside the moratorium because of lack of proper consultation to members of the public. Meanwhile on of the applicant John Hume was quoted as saying this was this judgement is momentous and that he will fight any appeal by the government.
