Sports and Recreation Minister Thulas Nxesi will establish a Ministerial Commission of Inquiry to investigate the cause of the stampede that led to the deaths of two people during the Soweto Derby between Kaizer Chiefs and Orlando Pirates at the FNB Stadium on Saturday.
