Democrats in Texas have fled to Illinois to avoid a quorum for redistricting. Texas Republicans, backed by Trump, aim to flip five Democratic seats through mid-decade redistricting. In response, California Governor Gavin Newsom proposes redrawing maps to favor Democrats, challenging the state's independent commission.
