City burns.  Populace declares leadership bad.  Election season arrives.  Populace elects same leadership again.  Return to step 1.  It's a rut we're all familiar with, mostly because people seem to care more about brand familiarity than actual progress.  Same reason Minnesotans still root for the Vikings.  Just because you've heard of them doesn't mean they're any good, you know.
