A defense contractor this month agreed to pay nearly a billion dollars to settle criminal fraud and other federal charges. Not some fly-by-night, but rather the legacy contractor Raytheon. The company is under Justice Department investigations for defective pricing, foreign bribery and violations of the Arms Export Control Act.
