The Merit Systems Protection Board (MSPB) has had a quorum for more than two years. When members were finally approved by the Senate in 2022, they faced a backlog of some 3,800 appeals cases. They two members the board does have are within spitting distance of eliminating the backlog. The Postal Service is seeing problems with on-time delivery of mail and packages in areas where the agency is implementing its network modernization plans.
Postmaster General Louis DeJoy said Tuesday that USPS is seeing issues with on-time delivery in regions where USPS is opening massive new facilities meant to streamline local operations.
DeJoy told members of the Senate Homeland Security and Governmental Affairs Committee that he’s still “optimistic about the changes,” and expects service to stabilize in impacted regions by this summer.
“The road to success will not be a straight, easy path. Rather, it will be a series of accomplishments, struggles and recoveries that will be uncomfortable at times,” DeJoy told the committee.

For nearly a decade, the Army has not been able to hit its recruitment targets. 2024, however, could mark a turning point in the service’s recruitment efforts.
The Air Force missed its recruiting goals for the first time since 1999 last year. But Air Force officials are “cautiously optimistic” that the service is on track to hit its active duty and reserve recruitment targets.
The Navy, however, is projected to miss its goals by 6,700 recruits in 2024—marking the second year in a row the service will not be able to attract enough sailors.
