  • The nation's 'Mr. Whistleblower' is nominated to a new a referee slot

Luckily, most federal employees do not have contact with the Office of Special Counsel (OSC), which deals with, among other things, bad treatment by supervisors, whistleblower retaliation, and mistreated veterans. But when you need the OSC, you can have a powerful ally, which has been led for six years by Henry Kerner, who will be moving on soon, as his term up expires. Federal Drive Host Tom Temin talked to Kerner about his OSC service and how he was recently nominated by President Biden to serve on the Merit Systems Protection Board. Kerner joined Temin in studio for this extended Exit Interview, or sorts.

    • Mayorkas signs new policy, calls for DHS to ‘move quickly and nimbly’ with AI adoption

The Department of Homeland Security’s top official is calling for DHS to quickly and “surgically” prioritize areas where the department can adopt artificial intelligence, as DHS rolls out new policies on the acquisition and use of AI, as well as facial recognition.

DHS’ new policies come as leading AI executives and members of Congress point to the need for regulations and other guardrails in the quickly progressing field of generative AI and related technologies.

Homeland Security Secretary Alejandro Mayorkas sets out new requirements in a policy statement, “Acquisition and Use of Artificial Intelligence and Machine Learning Technologies by DHS Components.” The memo was signed out Aug. 8 and released Thursday. The policy was required by the Fiscal 2023 National Defense Authorization Act.

    • Draft OMB memo details 10 new requirements to manage AI

The Office of Management and Budget is in the process of putting some much-needed direction and guidance in place for how agencies should use and manage artificial intelligence.

OMB is laying out about 10 requirements ranging from naming a new chief AI officer, to developing a publicly released AI strategy, to convening an AI governance board to putting some much-needed guardrails around the use of generative AI in a new draft guidance, parts of which Federal News Network obtained.

Multiple government sources familiar with the draft memo say this second draft, which runs about 25 pages, gives agencies a stronger foundation for much of what is already being done.

    • Air Force to fall short of recruiting goal for first time since 1999

Amid a recruiting crisis that’s impacted each of the military services for the last several years, the Air Force has fared better than most. This year though, it will join the Army and Navy in failing to meet its recruiting goal — something that hasn’t happened in more than two decades.

For the fiscal year that ends this month, the active duty Air Force will be about 10% below the recruiting targets it set for the year — it had planned to add 26,500 new airmen to the force in fiscal 2023. Figures for the Air National Guard and Air Force Reserve are even bleaker: Those components will miss their recruiting targets by about 30%.

Another concern: The population of recruits who’ve agreed to join but haven’t yet been formally onboarded into military service — the “delayed entry pool” — is at uncomfortably low levels.

      • Does the Pentagon skip too many of its congressional reporting duties?

The Defense Department is under statutory obligation to deliver a thousand reports to Congress each year. One analysis says the department consistently fails at this task and that Congress doesn't get the information it needs for proper oversight of military affairs. For more on all of that, Federal Drive Host Tom Temin spoke with Brennen Center counsel Katherine Yon Ebright.
