After allowing outlaws to rob his stagecoach without fighting back, Steve has become the target of scorn and contempt from nearly everyone in town. His adoptive father, Barney Evans, who owns the stage line and had to cover the losses from the robbery, remains loyal and urges Steve not to let the townspeople's treatment get under his skin. Barney still hopes Steve will marry his daughter Jean, but Steve believes his cowardice has made him unworthy of her love.

A stranger defends Steve against the aggressive Brad, who has his own designs on Jean and taunts Steve mercilessly about his yellow reputation. The Lone Ranger and Tonto intercept the train just in time, revealing that saboteurs have torn up several sections of rail beyond a curve. Abbott and his engineer Hank immediately blame Mike Kavanaugh, leader of the local wagon freighters who have been fighting the railroad's expansion into their territory. Despite a litany of troubles plaguing the railroad—stolen supplies, poisoned water, and attacks on workers—the Lone Ranger remains unconvinced of Kavanaugh's guilt, having heard conflicting reports about the freighter's character.
Determined to uncover the truth, the masked rider and Tonto head to Rock Rapids, Kavanaugh's headquarters. They arrive to find two of Kavanaugh's fully-loaded freight wagons ablaze and the big freighter himself confronting a half-breed named Lasher, accusing him of setting the fire on behalf of the railroad. As tensions escalate between the freighters and railroad interests, the Lone Ranger faces the challenge of discovering who is truly responsible for the sabotage threatening both enterprises.
