First off, what were the changes the FMCSA made in 2020 that relaxed some of these regulations?
What were the findings of the study?
If not a direct causation of those increases, what did the FMCSA say was the cause of the rise in violations?
Was there any consideration that in 2020, we were at the height of Covid, there was less traffic on the road and that would seem to be not a great year to try and get an accurate benchmark for the study?
