Social clock refers to the social structure, that specifies a proper time for certain events, like marriage, graduation, employment or social status.  In this story, the author took a year off and lived by the ocean, in the name of preparing for his retake of the college examination, the most important exam for most students in China, which is definitely contrary to what most people would do.
