Task 11: Plan and Manage Procurement

Define Resource Requirements and Needs:

In this step, the project team identifies and defines the resource requirements and needs for the project. The team also assesses the quantity, quality, and specifications of the resources required to meet project objectives. Clear and well-defined resource requirements provide a foundation for effective procurement planning.


Communicate Resource Requirements:

Once the resource requirements are defined, it is important to communicate these requirements to relevant stakeholders and potential suppliers. This involves preparing and sharing procurement documents, such as Requests for Information (RFIs), Requests for Proposals (RFPs), or Requests for Quotations (RFQs). Effective communication ensures that suppliers have a clear understanding of the project's resource needs and can provide accurate and competitive proposals.


Manage Suppliers/Contracts:

After receiving proposals or bids from potential suppliers, the project team evaluates and selects the most suitable suppliers based on criteria such as price, quality, capability, delivery timelines, and contractual terms. Contract negotiation and management play a crucial role in ensuring that the agreed-upon terms and conditions are clearly documented and that both parties understand their roles and responsibilities. Ongoing supplier management is important to maintain effective communication, monitor supplier performance, and address any issues or disputes that may arise during the procurement process.


Plan and Manage Procurement Strategy:

The project team develops a procurement strategy that outlines the approach and methodology for procuring the required resources. This strategy takes into account factors such as the project's budget, timeline, risks, and overall objectives. It may involve determining whether to use competitive bidding, establish strategic partnerships, or explore alternative procurement methods. The procurement strategy guides the team in making decisions on the most appropriate procurement methods and sourcing strategies.


Develop a Delivery Solution:

Procurement is not just about acquiring resources; it also involves ensuring that the resources are delivered in a timely and efficient manner. The project team develops a delivery solution that considers transportation logistics, inventory management, quality control, and any necessary inspections or certifications. This solution ensures that the procured resources are available when and where they are needed for the project's execution.


Throughout the procurement process, the project team maintains open and transparent communication with suppliers and stakeholders, manages procurement risks, and follows any applicable legal and ethical guidelines. Effective procurement planning and management contribute to obtaining the necessary resources and services on time, within budget, and at the desired quality level, supporting the successful execution of the project.
