The 5th circuit is one of the most conservative circuit courts in the country. Of the 17 active judges only 2 were appointed by democrats and 6 of them were appointed by Donald Trump. There are 9 senior judges that have a large body of experience that basically work 1/2 time and have not yet retired. The only court that is above the circuit courts is the United States Supreme Court.
Hawk specifically discusses a court within the 5th circuit containing around 20-30 counties in North Texas. Of interest is a case that is pending with the US Supreme Court Securities and Exchange Comission v. Jarkesy which came from an appellate decision that was written in the 5th circuit (link below):

This case has the potential to gut the regulation and enforcement capacities of departments and agencies within the Executive Branch of United States Government. This could create a level of havoc in the United States by rendering parts of the Executive Branch toothless. Republicans love this because they hate regulation and government.
