What are the rules for flying drones over prisons?

Today's question is about flying drones over prisons. Can you get into legal trouble for flying your drone over or near prison facilities?

Our caller, also named Paul is calling in today with an interesting question that has not been asked on ADU before. Paul wishes to use drones for conducting solar inspections. However, the solar farm is located right next to the state prison. While the prison authorities are willing to cooperate with Paul, are there any laws that prevent drone pilots from flying over and near prisons?
