This is a transition place in Matthew in terms of how Jesus relates to his disciples. They’ve been in the classroom up to this point and now its hands on. This is the time for them to experience being used by God in order to gain confidence and not blow it in the future.  Bottom line to this passage is this: God wants to use us.
