Politics and Expertise: How to Use Science in a Democratic Society (Princeton University Press, 2021) offers a new model for the relationship between science and democracy, rooted in the ways in which scientific knowledge and the political context of its use are imperfect. Zeynep Pamuk starts from the fact that science is uncertain, incomplete, and contested, and shows how scientists' judgments about what is significant and useful shape the agenda and framing of political decisions. The challenge, Pamuk argues, is to ensure that democracies can expose and contest the assumptions and omissions of scientists, instead of choosing between wholesale acceptance or rejection of expertise. To this end, she argues for institutions that support scientific dissent, proposes an adversarial "science court" to facilitate the public scrutiny of science, reimagines structures for funding scientific research, and provocatively suggests restricting research into dangerous new technologies.

Through rigorous philosophical analysis and fascinating examples, Politics and Expertise moves the conversation beyond the dichotomy between technocracy and populism and develops a better answer for how to govern and use science democratically.

In In Praise of Good Bookstores (Princeton University Press, 2022), Jeff Deutsch, the director of the Seminary Co-op Bookstores in Chicago, aims to make the case for the value of spaces devoted to books and the value of the time spent browsing their stacks. Skill—specifically the distinction between the “skilled” and “unskilled”—is generally defined as a measure of ability and training, but Does Skill Make Us Human?: Migrant Workers in 21st-Century Qatar and Beyond (Princeton UP, 2021) shows instead that skill distinctions are used to limit freedom, narrow political rights, and even deny access to imagination and desire. Natasha Iskander takes readers into Qatar’s booming construction industry in the lead-up to the 2022 World Cup, and through her unprecedented look at the experiences of migrant workers, she reveals that skill functions as a marker of social difference powerful enough to structure all aspects of social and economic life.

Through unique access to construction sites in Doha, in-depth research, and interviews, Iskander explores how migrants are recruited, trained, and used. Despite their acquisition of advanced technical skills, workers are commonly described as unskilled and disparaged as “unproductive,” “poor quality,” or simply “bodies.” She demonstrates that skill categories adjudicate personhood, creating hierarchies that shape working conditions, labor recruitment, migration policy, the design of urban spaces, and the reach of global industries. Iskander also discusses how skill distinctions define industry responses to global warming, with employers recruiting migrants from climate-damaged places at lower wages and exposing these workers to Qatar’s extreme heat. She considers how the dehumanizing politics of skill might be undone through tactical solidarity and creative practices.

With implications for immigrant rights and migrant working conditions throughout the world, Does Skill Make Us Human? examines the factors that justify and amplify inequality.

Andrew Rudalevige, the Thomas Brackett Reed Professor of Government at Bowdoin College, has a new book that examines the processes that transpires in the generation of executive orders—noting that the process itself is not simply done with the stroke of a pen. Rudalevige, an expert on the Office of Management and Budget (OMB) in the Executive Branch, started to pursue this particular research project as a result of some archival work he was doing at OMB. Because executive orders go through OMB, Rudalevige came upon decades of files of different proposed executive orders in his work on the Office of Management and Budget; and what seemed like a kind of side project became an extensive, quantitative, and qualitative study of the process that gives birth to an executive order or that may eventually kill an executive order. 

By Executive Order: Bureaucratic Management and the Limits of Presidential Power (Princeton UP, 2021) traces the process that brings together different voices from within the Executive Branch on the substance that becomes the executive order itself. The research is also situated in the context of a more and more gridlocked Congress, with one president after another finding themselves frustrated in their efforts to implement their agendas.

One in five executive orders are not issued. Those that are not issued are generally not random. But the process of advocating or pushing back on a potential order is complex and often involves a host of different agencies bargaining with teach other and with OMB and the president. This window into the process gives us significant insight into bureaucratic politics at the national level. This is also a reflection on how the White House and the bureaucracy work—can a president get something done from his perch in the Oval Office, or do particular agencies have jurisdiction and the capacity to move policy and ideas forward within the scope of established law and regulation? This is all explored in By Executive Order: Bureaucratic Management and the Limits of Presidential Power, which is a fascinating look behind the scenes at how presidents and the bureaucracy interact.

Prototype Nation: China and the Contested Promise of Innovation (Princeton University Press, 2020) reveals how a growing distrust in Western models of progress and development, including Silicon Valley and the tech industry after the financial crisis of 2007–8, shaped the vision of China as a “new frontier” of innovation. From Japan, North Korea, Vietnam, and Cambodia to Algeria, Angola, Haiti, and Romania, You Say You Want a Revolution? explains why violent radicalism, corruption, and the betrayal of ideals won in so many crucial cases, why it didn't in some others--and what the long-term prospects for major social change are if liberals can't deliver needed reforms.

Over the past forty years, highly skilled workers have been devoting more time and energy to their jobs than ever before. They are also leaving churches, synagogues, and temples in droves—but they have not abandoned religion. Carolyn Chen spent more than five years in Silicon Valley, conducting a wealth of in-depth interviews and gaining unprecedented access to the best and brightest of the tech world. The result is a penetrating account of how work now satisfies workers’ needs for belonging, identity, purpose, and transcendence that religion once met. Chen argues that tech firms are offering spiritual care such as Buddhist-inspired mindfulness practices to make their employees more productive, but that our religious traditions, communities, and public sphere are paying the price.
