California: As the protests at UCLA continue, an incident occurred last night at the main encampment on campus when an unknown individual approached the site, and placed an open backpack full of mice in the vicinity of the main encampment structures. Many sources on the ground claim that the mice have round unidentified red marks on their backs, possibly indicating the use in some sort of scientific research. In any case, the released mice are the breed commonly used for research purposes. Photos and videos of the incident corroborate these claims, however the quality is not good enough on most of the media to determine any solid details of the markings on the mice. It is not currently known if faculty have reported any mice missing that were part of any research projects. Visual geolocation of the raw video evidence provided on social media indicates that the backpack was placed in the vicinity of grid: 11SLT6697371102.

Analyst Comments: Though details are extremely sketchy and unconfirmed, this incident is worthy of close and immediate attention (even without knowing all of the details) due to the potential for this to be a serious biological incident. This incident also raises many questions and highlights many concerns regarding the potential for very serious incidents to occur elsewhere at this time of heightened risk.

Unfortunately, almost all of the sources for content surrounding this incident are protesters living at the UCLA encampment, and therefore not the most reliable or trustworthy sources for information. Much of the raw data making the rounds on social media is also circular reporting, and therefore not helpful. Nevertheless, the potential impact of this action presents a potentially exceptionally grave risk to national security, and is absolutely worthy of investigation by CBRNE specialists at the first opportunity. Local protesters indicate that authorities are aware of the incident, and at least two security guards witnessed the act in its entirety.

In any case, this act is not something one normally does in the spirit of good fellowship, and tends to raise the pucker-factor considerably, considering all factors. Many people are put-off by the nature of the protests all around, forgetting the national context and high tensions that mandate the more severe possibilities being considered. If mice were indeed injected with a mystery substance, then set loose intentionally into a protest encampment, this incident could rapidly become a very serious problem. Therefore, as terrifying as the prospect seems, assuming the worst-case scenario (while hoping for the most likely scenario) is always operationally prudent, until more information becomes available to put minds at ease. The potential for serious incidents occurring at these encampments is exceptionally high, and compounded by the fact that demonstrators have cornered themselves as unreliable sources, and police are not inclined to help them or break any speed records during an investigation of activities within the encampments. UCLA is not publicly known to conduct infectious disease research using lab mice. However, nothing suggests the mice actually came from a lab at UCLA. This would be the first common-sense assessment at any other time, but considering all facts and currently developing situations, we must remember the recent discovery of illegal CCP-linked biolabs in this exact region of the country. Consequently, this exact nightmare scenario should be taken more seriously even considering the extremely minimal (and often circular) reporting on the incident.

Red Sea/HOA: Over the weekend Houthi forces released proof of their shootdown of yet another American MQ-9 Reaper drone in Yemen. AC: This marks the third shootdown of a $30+ million drone in Yemen since the conflict began in October.

Ireland: Mass protests against immigration continue as authorities crack down on demonstrations. Since protests began, Gardaí forces have responded with a heavy-hand in many instances, causing further outrage throughout the nation. On the other hand, demonstrators set fire to an immigrant processing site in Newtown Mount Kennedy last week, as anti-immigration demonstrations become more deliberate and organized.

Scotland: First Minister Humza Yousef has resigned following months of struggle to maintain his coalition government.

The Hauge: Israeli media has reported that the International Criminal Court (ICC) is preparing arrest warrants for those who have engaged in widespread war crimes. Though no details have been made public with any reliability, various high-ranking Israeli defense officials and politicians are rumored to be on the list, to include PM Netanyahu.

Arizona: A BNSF Railway train derailed in Lupton, near the New Mexico border. As the train was carrying a cargo of propane and gasoline the subsequent fire resulted in the complete closure of I-40. Currently, the eastbound lanes of I-40 are still closed pending the investigation and incident recovery. The cause of the derailment is under investigation.

Analyst Comments: The recent rumors surrounding the ICC potentially getting involved in the Gaza conflict is substantial and vastly more impacting than the previous judgements against Israel from the International Court of Justice (ICJ). Of note, the ICC has also publicly stated they are examining the same investigation for Hamas leadership. However, if the Hague becomes involved to the point of issuing arrest warrants this will continue to highlight the vast differences in the style of warfare that Israel engages in.

On the other hand, various pro-Palestine movements around the world have succeeded in overshadowing and warping what would have been a legitimate series of concerns, had a more deliberate separation of issues taken place. As it stands, there are very few public movements who do not support Israel’s actions as they pertain to the Geneva Conventions, but also do not support a global intifada or Islamic jihad. Protests and demonstrations around the United States and Europe are incapable of separating the two issues, which often results in apathy or exasperation with both sides of the issue. There are absolutely zero protests around the United States that desire to call attention to Israel’s actions in Gaza, without simultaneously and immediately turning into a protest supporting a global jihad. This is likely intentional, based on the funding sources of these protests, and intended to detract from the legitimate concerns present as the conflict rages on. Admittedly, this series of issues runs much deeper than the recent flaring of tensions in the Middle East. However, the impacts of these observations will become more apparent as current American foreign policy is shaped for the future.

This has created logistical difficulties and food and water have become hot commodities among the soldiers and diplomats who have been stationed in Niger.

Taiwan: This week saw a continuation of substantial earthquakes throughout the nation following the recent cluster of earthquakes that struck the region a few weeks ago.

USA: This week large scale demonstrations and have begun in accordance with the traditional unrest coinciding with American election seasons. Most of the demonstrations have been confined to universities and Ivy League institutions as extremely well-funded professional protesters organize encampment and sit-in operations on campuses around the country.

Following recent Congressional actions to force TikTok to divest their company to American ownership or face an outright ban, TikTok CEO Shou Zi Chew has indicated that TikTok will not be divesting and would rather halt service to the United States than cede their company to American interests.

Analyst Comments: As protest season continues throughout the United States, the nature of protests has varied widely, with often contradictory messages and causes being rallied for or against. As such, chaos has often been the result for one reason or another at these demonstrations. The impact of media has also been instrumental in shaping information operations on all sides. In some situations, genuine and inexcusable police brutality has resulted in innocent people being harmed. However, in other situations violent demonstrators who were assaulting everyone in sight mere seconds before the camera turns on, suddenly claim victimhood when they themselves were the aggressors. In some situations, peaceful demonstrators have been arrested for exercising free speech. In other situations, demonstrators have engaged in violent acts, while claiming on social media that they were peaceful. Consequently, wading through social media to determine aggressors and victims in each specific circumstance is often a futile effort while the chaos continues.

Middle East: Israeli forces continue staging forces in the south, likely in preparation for the ground invasion of Rafah. AC: The invasion was approved at several levels of command a few weeks ago, but much like the invasion of Gaza City, Khan Younis, and other cities, operations have taken longer than expected to come to fruition.

In Gaza, the pier being built by U.S. Forces to facilitate the more direct delivery of food aid has already come under attack by unknown assailants. At least one indirect-fire mortar attack has been reported since construction began a few days ago.

Haiti: Kenyan President Ruto has stated that the peacekeeping force mobilized to restore order to Haiti is ready for deployment. 1,000 police officers will be deployed as combat troops throughout Haiti, though no specific timeline remains for the start of the operation.

Armenia: Tensions continue to rise following weeks of political turmoil that has threatened the tepid peace in the region. As part of a tenuous peace deal, Armenia has agreed to return four villages in the border region to Azerbaijan. These villages have been host to much debate after being occupied by Armenia in the 1990’s. However, locals living in the villages (and Armenian soldiers, local to the region) do not approve of this transfer, with recent protests highlighting the fragile nature of the peace agreement.

USA: Encampment demonstrations and general unrest continues at approximately 40 American Universities and Ivy League institutions. Large scale arrests have frequently been observed, along with a generally overwhelming police presence.

Washington D.C. – The White House has proposed nearly doubling capital gains tax to 44.6% as part of the next federal omnibus budget bill. This proposal also includes a 25% tax on unrealized capital gains.

Yesterday the White House also announced the implementation of the American Climate Corps, a first-of-its-kind federally-run activism organization. As per the announcement by the White House, no experience is required, and over 2,000 paid positions are available around the United States. This program will also provide a “streamlined pathway into federal service, either immediately upon completion of a single term, or through completion of multiple terms of service”. Applicants will be embedded within various federal agencies (for indoctrination purposes) as part of the training pipeline, and upon completion of the training schedule, will be deployed to various strategic locations around the United States. Agents will specifically be deployed to rural areas and communities, with the goal of mobilizing locals and developing local activist networks.

Analyst Comments: At face value, the ACC seems like a “young leaders” program centered around the climate agenda, all financed by taxpayers and directed by the White House. As “education” and “mobilization” is part of the program, the historical implications begin to become more obvious, and vastly more concerning.

Throughout history, similar organizations have been used to further blur the line between federal activities and the private sector, in addition to offering the convenience of plausible deniability. As such, similar organizations have been a crucial stepping-stone in the mobilization and turning of social groups, into more official and organized federally-directed paramilitary organizations. As almost all climate activist groups in the United States resort to violence at the first opportunity, the implication of such a program is quite clear. Implementing this program will almost certainly result in an increase in the efficiency of climate groups within the United States from the perspective of direct federal guidance, granting the White House full command and control over at least 2,000 re-educated, well paid, and ideologically-fanatical private citizens known to use violence to achieve their goals…all emplaced in strategic cities around the country, embedded with local politicians, and running intelligence networks of their own, serving as the eyes and ears on the ground for the White House….all of which is funded openly by taxpayers.

Furthermore, the announcement of raising taxes while establishing a federally directed, taxpayer-funded climate militia during the lead up to an election is generally not advised among political systems seeking to legitimately engage in the electoral process. As such, this is likely not a concern for the White House at this time.

Many of the pro-Palestine protests at universities around the country have been host to immediate mass arrests, and overwhelming responses by authorities to remove encampments. However, demonstrations continue not without disruptions. The University of Southern California has canceled their main commencement event due to the unrest, and Columbia has moved all students to an online class schedule as encampment events continue.

Analyst Comments: Most demonstrations continue to some degree, as the conglomeration of politically leftist groups engaging in these events take advantage of substantial funding to sow discord during this protest season. As many citizens rush to support one side or the other, a separate observation is the expediency and decisiveness by which authorities have acted upon these demonstrations, but not others. To the casual observer, this results in questions remaining as to why these responses were warranted in these specific instances, but not the other situations of normalized mass rioting, chaos, and destruction over the past few years.

Analyst Comments: As a reminder, the legalities of the TikTok scandal are vastly more complicated than one might imagine. Technically, TikTok is not owned by China, or Chinese state media organizations. However, the contention arises when examining TikTok’s parent company ByteDance, which is undoubtedly run by a conglomeration of Chinese business interests, and is heavily embedded within the CCP bureaucracy. While the majority of shareholders of ByteDance are Chinese, on paper the technicalities of TikTok’s ownership are vastly more complicated. For instance, the founders of TikTok are from Singapore, and the various business dealings and registrations of TikTok have all taken place outside of China. In fact, in the early days of TikTok, it was actually registered as a business in Los Angeles. The TikTok app itself is also banned in China, with a separate app (called Douyin, also developed by ByteDance) being the way that Chinese citizens interact with a TikTok-like ecosystem. This means that per the definitions and legalese of the law that was passed, TikTok may already fall under the category of being an American company anyway. While the CCP influence (and undoubted surveillance) is palpable on the TikTok platform, it’s unlikely that China would seek to invest such overwhelming surveillance infrastructure in a system that can be easily banned with the stroke of a pen. Consequently, it’s unlikely that any legal or Congressional action on the matter will have any impact on American’s use of TikTok at all. In fact, the banning of technology that is already easy to circumvent will probably have the opposite intended effect. The use of VPNs to access banned content in the United States is already quite popular. Likewise, the side-loading of apps banned by mainstream app stores is also fairly common. Normalizing the use of clandestine tactics to bypass government restrictions may result in the zero-sum game of political power suffering in the long run as ancient mentalities in Congress are unable to comprehend the basics of internet use.

Clashes with police have been reported sporadically, as protesters dig in for the long-haul protest season.

Consequently, as warmer weather makes public engagement more likely, understanding the local ideations for demonstrations will be important moving into the summer. Additionally, as most of these demonstrations are heavily influenced from a number of differing directions, care must be taken in the observation of protests, which can take a turn for the worse at any moment.

Niger: The situation remains tense following multiple developments in the region over the past few weeks. Following the coup last year, the status of American involvement in Niger has remained delicate, with the ruling military faction not approving of the American presence at Base 201, as well as in Niamey. A few weeks ago, Niger demanded that the United States leave Niger, and has (in effect) established a no-fly-zone over the base, preventing Americans from receiving logistical aid. Consequently, and after a few Congressmen were contacted by their constituents at the base, what has quietly become a large-scale hostage situation has become public.

Taiwan: This morning several earthquakes again struck the island, the strongest of which had an estimated magnitude of 5.8. Around a dozen separate earthquakes have been reported, which may be aftershocks related to the previous swarm of earthquakes.

Washington D.C. – Over the weekend, all of the recent allegedly hotly-contested bills passed in Congress. All of the funding bills passed with zero changes, along with the Tik-Tok ban bill, and the renewal of FISA Section 702 to continue warrantless surveillance of all Americans (except members of Congress). AC: Passing a bill to ban a social media app due to Chinese surveillance, while literally using the color of law to remove the 4th Amendment is not merely ironic, but a deliberate message to the American people. As illegal surveillance is an American pastime at this point, solidifying these actions publicly is merely ‘checking the box’ to improve the efficiency of the already-streamlined political targeting process.

The U.S. Equal Opportunity Employment Commission has sued the Sheetz gas station/convenience store chain, alleging that conducting background checks on employees is racial discrimination as employment is routinely denied to those with a long criminal record. This lawsuit comes less than 24 hours after Biden made a campaign stop at a Sheetz in Pittsburgh, which did not go as well as planned due to a lackluster response to his presence by staff and customers. AC: Though the implications of this lawsuit will potentially result in interpretations not intended by the White House, separately, the message to the American business owner is quite clear, especially those which may become host to a campaign event.

Analyst Comments: The various factions at play in Niger have described the situation on the ground in vastly different ways. The Nigerien government has stated that they will agree to “release” 1,000 American “prisoners” at the base, in exchange for taking control of the airbase itself. From the American perspective, the situation is likely not that severe; the combat power at Base 201 (and at the Embassy in Niamey) is more than enough to decimate the majority of Niger’s military rather quickly. However, both military leaders and diplomats involved in the situation likely want to avoid this situation out of political convenience, which despite an American military advantage being obvious, can be made more militarily complicated by the Nigeriens. As America’s forays in Africa often meet unexpected and politically-impacting ends, it is likely that the U.S. seeks to withdraw from this base quietly.
