During the pandemic there were 9000 truck drivers in Victoria that walked off the job due to the vaccine mandates, with more in the other states. 

So, the government thinks the best way to "fix" this problem is to get teenagers to get their truck license to drive. Currently to get your truck licence after you get your open license at 21, now they are allowing 18-year-olds.
