Was this a contentious fight or was this something that was a bit of a foregone conclusion with Republicans holding the majority in the house?
OOIDA was a vocal proponent of getting rid of this rule because of the financial responsibility of about $8000 of hardware to limit NOx gases. Were there any other elements outside of the owner operator sphere that were also against this?
