In June 2017, 27-year-old Armani Dante Morgan vanished after a series of violent assaults that were never properly investigated. Weeks later, his skeletal remains were found in a vacant lot less than a mile from where he was last seen. So how did a case with known assaults, identified individuals, and a shooting into his home end up stalled for nearly eight years?
