This article argues that Russia’s invasion of Ukraine in February 2022
is illustrative of this broader, though understudied, pattern of
autocratic mismanagement of strategic intelligence. The invasion was
both spurred and accompanied by a catastrophic intelligence failure, the
responsibility for which rests with Vladimir Putin, the arbiter of a
system with limited capacity to offer dispassionate strategic
assessments. His failure is characteristic of autocratic regimes
assessing foreign developments, including Putin’s Soviet predecessors.

Professor David Gioe is Visiting Professor of Intelligence and
International Security in the Department of War Studies. He joins the
department as a British Academy Global Professor. He is Associate
Professor of History at the US Military Academy at West Point, where he
also serves as History Fellow for the Army Cyber Institute. David is
also Director of Studies for the Cambridge Security Initiative and
co-convener of its International Security and Intelligence program.
Dr Huw Dylan is a Reader in Intelligence and International Security at
the Department of War Studies, King’s College London. He is also an
Associated Researcher at the Centre for Intelligence Studies in the
Norwegian Intelligence School. His work is focused on intelligence in
the Cold War and beyond, with a specific focus on deception operations,
intelligence in diplomacy, and covert action.
Elena Grossfeld is a PhD candidate in the Department of War Studies,
King's College London (KCL), and a member of King's Intelligence and
Security Group (KISG). Her research interests are strategic culture of
Russian/Soviet intelligence, Cold War, and information warfare.

Vatnik soup is a Twitter thread series where Pekka Kallioniemi
introduces pro-Russian actors and propagandists from around the world.
This includes so-called “independent journalists”, politicians, military
personnel and of course just regular grifters looking to make money.
The series has introductions and deeper insights on how online
propaganda and disinformation works and is spread. There are now 200
Vatnik soups, which introduce bad actors along with the strategies they
employ to pollute the information space. As Pekka states: the first
victim of war is the truth, and Russia considered itself at war with the

David Satter is a journalist and historian with unique insights into how
the deformation and repression of the past, is having terrible
consequences for present day Russia. David has written extensively about
Russia and the Soviet Union, especially the decline and fall of the
USSR and rise of post-Soviet Russia. David Satter became the first
American journalist to be expelled from Russia since the Cold War in
December 2013. This was perhaps not a surprising move, given that his
books have covered topics such as the FSB’s role in the apartment
bombings that brought Putin to power. From 1976 to 1982 David was the
Moscow correspondent of the Financial Times, and then became a special
correspondent on Soviet affairs for The Wall Street Journal. He is
currently a senior fellow at the Hudson Institute and a fellow of the
Johns Hopkins University School of Advanced International Studies.

Whatever mistakes he has made in the war Vladimir Putin has retained the
Escalation Initiative, always proving he can push the war to a new
level of brutality, with the Western allies constantly playing catch-up,
and in many ways placing restrictions and delays on Ukraine in terms of
how it fights back. What are the implications of this dynamic for the
war and a potential Ukrainian victory?
----------
Terron Sims, II is a combat veteran, businessman, political leader, and a
proud graduate of the United States Military Academy at West Point. He
Chairs the DNC’s Veterans & Military Families (VMF) Council and
previously served as Chief-of-Staff to Congresswoman Sheila Jackson Lee.
Terron has decades of operational and leadership experience in the
Department of Defense (DoD) and throughout the federal government.

Mr. Sims served on active duty in the US Army as a Field Artillery
officer. While deployed in Iraq from 2003 to 2004, Mr. Sims established
and mentored the government of Baghdad’s Tisa Nissan District, where he
served as the primary liaison to the CPA, the UN, Baghdad City Hall, and
Iraq’s federal government. His final Army assignment as the Deputy
Chief-of-Training for the Joint Readiness Training Center (JRTC) and
Fort Polk was designing and leading pre-construction operations of a $29
Million dollar real-world fighting village.

Mr. Sims has served in political roles of increasing responsibility over
the past decade. In 2008 and 2012, he was Director, Virginia VMF for
Obama and served on the Defense and Veterans Policy Teams, where he
wrote the Service Member Life Insurance policy. In 2010, Mr. Sims wrote
the Democratic National Committee’s VMF candidates’ platform, which is
used in federal campaigns nationwide. During Sec Clinton’s 2016
presidential campaign, Mr. Sims wrote her DoD and VA Intergovernmental
Agency Policy. For the 2020 Biden campaign, Mr. Sims wrote five pieces
of veterans policy, primarily in the areas of entrepreneurship and
business for military spouses and veterans. In 2013, Mr. Sims wrote the
Veterans Services and National Security Policy Platforms for the (UK)
Labour Party and briefed them to the Shadow Defense Minister and her
Cabinet.

Mr. Sims has published two novels, With Honor In Hand and Hands of
Honor, and has written his third novel, For Hands to Honor, along with
his Iraq memoirs, Baghdad Peace, as well as other pieces of work. He
also writes regularly about veterans and military families and national
security issues.

2024-09-19 | Z-patriots are having a meltdown, because, once more things are going boom in Russia. And this time, it’s big. It’s huge in fact. Not only do we find out what it looks like to ignite roughly 30,000 tons of munitions, we get to see so-called Russian patriots lose their minds over how their government fails to protect strategically significant military sites over and over.

The ecosystem of patriotic channels, that nonetheless must exist within the restrictions defined by the Russian regime, have been howling all morning and saying that Russia's defeat is almost inevitable. This is real hysteria, born of rage, frustration and fear. What really rubs salt into the wounds, is that it is clearly Ukrainians achieving this with their own weapons. Propagandists can try to pin it on NATO, but this really does not wash any more, given that it’s plain for all to see how timid, cautious and slow Western support really is. Everyone knows that for now, there is a ‘soft appeasement’ in place, meaning that western weapons cannot be used against airbases and launch sites that continue to rain death upon Ukrainian people.
The 107th Arsenal of the Main Missile and Artillery Directorate of Russian armed forces was hit by drones. This may be the biggest blow to a Russian ammunition depot during the entire course of the war and resulted in an explosion that was visible from space.
The fire engulfed the entire territory of the arsenal. The warehouses could store up to 30,000 tons of various ammunition – which does not mean that it was stocked to capacity when hit. We just don’t know how much stuff was onsite at the time. But munitions it could have contained, include 122 mm rocket munitions for Grad and 82 mm mortar shells. Missiles for S-300 and S-400, and for Iskanders could have been stored at the arsenal. A stock of North Korean KN 23 may also have been stored at this site.
Shells from the 107th arsenal were directly delivered by rail to Kursk and Belgorod, and apparently, the Northern group of troops will feel the consequences of this strike, and the job of soldiers fighting against Ukraine’s incursions into Kursk may find their task is massively complicated by the loss of these ammunition reserves.

In 2020, mass anti-government protests erupted across Belarus. The
brutal crackdown that followed shocked the international community: the
authorities arrested tens of thousands of citizens, shut down
independent media and NGOs, and fomented a migrant crisis on the
European Union's border. But where many thought Belarus's dictator,
Alyaksandr Lukashenka, would fall, he instead turned to Moscow for
support, intensifying repression. Many of his opponents fled the
country. Then, in February 2022, Belarus provided a staging area for
Russia's invasion of Ukraine, allowing troops and weapons to be based on
its territory as large-scale war returned to Eastern Europe once again.

Katsiaryna Shmatsina is a Belarusian political analyst focusing on
Belarusian foreign policy, regional security, and the impact of the
great power relations on smaller actors. Katsiaryna’s portfolio includes
a non-residential fellowship at the German Marshall Fund (2020) and
Think Visegrad Fellowship (2019). Previously, she worked for the
American Bar Association where she managed democratic-governance and
rule-of-law projects. She holds a master’s degree in international
relations from Syracuse University, New York and a law degree from
Belarusian State University. She is also a vocal dissident who has been
sanctioned by both the Belarussian and Russian governments.
