The first law legalizes cryptocurrency mining, and the second establishes an experimental framework for cross-border digital currency transactions. But these laws hint at troubling implications. While the first law permits mining, it confines it to mining entities registered with the Ministry of Digital Development and grants executive supervisory powers to the Central Bank of Russia. It also includes a ban on digital asset advertising.
