The Indian State has incredible ambition, but often falls very short of meeting grand outcomes. The mismatch is linked to State Capacity, a nebulous concept at the best of times. Dr C. Christine Fair is a Provost's Distinguished Associate Professor in the Peace and Security Studies Program, within Georgetown University's Edmund A. Walsh School of Foreign Service. She previously served as a senior political scientist with the RAND Corporation, a political officer with the United Nations Assistance Mission to Afghanistan in Kabul, and has researched and written extensively on political and military affairs in South Asia. Her most recent book is In Their Own Words: Understanding Lashkar-e-Tayyaba.

The States Reorganisation Act came into effect 63 years ago to this day, on November 1, 1956. India's states as we know them started taking their shape then. Many states like Karnataka, Kerala, West Bengal and others celebrate this as a State Formation Day or a 'Rajyotsava' Day.

"Rocket science" has moved well beyond rocketry in the 21st century. Even the Jet Propulsion Lab in California hasn't done any rocket science in the last several decades, focusing entirely on robotic space missions instead. Ann Devereaux is the manager for spacecraft system engineering at NASA’s Jet Propulsion Laboratory and was the lead flight system engineer for the upcoming Mars 2020 rover. Previously, she worked on the Mars Science Laboratory Curiosity Rover project, ultimately becoming lead system engineer for the flight system and fault protection, and deputy lead for the Entry, Descent and Landing team. Ann is an electrical engineer by training, and has spent close to three decades in various roles at JPL.
