5am – A/B/CJoe Biden worked with whistleblower when he was vice president, officials reveal. (Washington Examiner/by Rob Crilly, Steven Nelson, & David M. Drucker) -- The 2020 Democratic candidate with whom the CIA whistleblower had a "professional" tie is Joe Biden, according to intelligence officers and former White House officials. Lawyers for the whistleblower said he had worked only "in the executive branch." The Washington Examiner has established that he is a career CIA analyst who was detailed to the National Security Council at the White House and has since left. On Sept. 26, the New York Times reported that he was a CIA officer. On Oct. 4, the newspaper added that he "was detailed to the National Security Council at one point." Michael Atkinson, the Intelligence Community's inspector general, told members of Congress that the whistleblower had a "professional tie" to a 2020 Democratic candidate. He had written earlier that while the whistleblower's complaint was credible, he had shown "some indicia of an arguable political bias ... in favor of a rival political candidate."
    5am – D/E     TRUMP RALLY HIGHLIGHTS:
Trump attacks impeachment inquiry, uses graphic language to belittle Bidens at Minnesota rally; protests get violent. President Trump unloaded on Joe and Hunter Biden over their Ukrainian business dealings in Minneapolis on Thursday evening -- at one point bringing the crowd to its feet by charging that Biden's only useful trait as vice president was his preternatural ability to "kiss Barack Obama's a--." Trump cited a new report in the Washington Examiner that the whistleblower at the center of Democrats' impeachment push had worked with Biden.

TRUMP REENACTS STRZOK AND PAGE TEXTS: TRUMP: "Peter Strzok & his lover Lisa Page What a GROUP!  I love you Peter. I love you too, Lisa. Lisa, I love you. If she (Hillary) doesn't win, we got an insurance policy. We will get that of a son of a B out.  (bleeped)
President Trump: Joe Biden "was only a good Vice President because he understood how to kiss Barack Obama's ass."
Outside the Target Center, the site of Trump's rally, was a chaotic scene. Scores of Trump supporters, as well as pro-impeachment demonstrators, lined up hours before the event. At least one protester was photographed pouring milk on his face to counter the effects of pepper spray, as the chaos unfolded -- with pro-Trump hats being lit on fire, as some demonstrators harassed police and assaulted Trump supporters, chanting "Lock him up!"

6am – D         INTERVIEW - STEPHEN GUTOWSKI - staff writer for the Washington Free Beacon @StephenGutowski
Virginia Dems Turn Down Money to Combat Gun Crime to Stick It to ICE. (Washington Free Beacon/By Stephen Gutowski) -- Virginia turned down hundreds of thousands of dollars in federal money used to combat gun crime in 2018, rather than comply with federal immigration authorities, according to documents obtained by the Washington Free Beacon. A series of Department of Justice memos show that two anti-gun-crime grants were transferred from the Virginia Department of Criminal Justice Services (DCJS), which had previously administered the program, in Dec. 2018. The memos say the transfer was necessary after state officials refused to certify that Virginia would comply with federal requirements to share immigration information with federal law enforcement. "DCJS will not be able to comply with the requirements and the agency has formally declined the awards," a DOJ official said in one memo. "The grants were awarded to the Virginia Department of Criminal Justice Services (DCJS) to serve as the fiscal agent for the 2018 Project Safe Neighborhood (PSN) awards for the Eastern and Western Districts of the state of Virginia." Democratic governor Ralph Northam, a supporter of gun control reforms, and his administration lost out on $665,673 in grant funding that is specifically aimed at reducing gun crimes. The grants are now administered through the non-profit Virginia Association of Chiefs of Police. A Northam spokeswoman declined to comment on the transfer but said the governor supports the program and how the non-profit has handled it. "These federal dollars continue to flow to communities to help local law enforcement, prevention, and reentry," spokeswoman Alena Yarmosky said in an email. "This ongoing program is one way we work to reduce violent crime—the governor has made it clear he supports commonsense gun safety measures to fully address the emergency of gun violence in the Commonwealth." House of Delegates Republican majority leader Todd Gilbert said the administration's decision to refuse the grant undermines the ability of the state to combat gun crime. Gilbert said the move shows that Northam—who vetoed a bill banning sanctuary cities in March—is more committed to protecting illegal immigrants than he is to curbing gun crime.

7am – A         INTERVIEW - NEWT GINGRICH - Former Speaker of the House, host of "Newt's World" podcast and author of upcoming book "Trump Vs. China: Facing America's Greatest Threat" (comes out October 22nd)  -- discussed the impeachment push and China trade talks in DC this week.
Newt Gingrich: The resistance against Trump began the day he was elected -- This is not an impeachment process. (Fox News) - By Newt Gingrich // The fake impeachment movement taking place is part of an ongoing effort to drive President Trump from office. It is part of a determination on the left that Trump must be expelled from the White House. This coup attempt – which is exactly what it is – has nothing to do with evidence or any single accusation. As House Speaker Nancy Pelosi said when asked what she would do if the whistleblower accusation involving Ukraine collapsed, “We have many other, shall we say, candidates for impeachable offense in terms of the Constitution of the United States, but this one is the most understandable by the public.” In other words, no matter the evidence and no matter how many times President Trump and his team knock down the attack, there will always be another effort designed to drive him from office.
CHINA TRADE TALKS TODAY: Trump to meet with top Chinese official as trade talks reach critical stage. The market bump came after Trump tweeted, “Big day of negotiations with China. They want to make a deal, but do I? I meet with the Vice Premier tomorrow at The White House.”
BOOK: Trump vs. China: Facing America's Greatest Threat Hardcover – October 22, 2019: Former Speaker of the House Newt Gingrich sounds the warning bell that China poses the biggest threat to the United States. Every American needs to understand the threat to America's safety and prosperity posed by China's reemergence as a world power. Unlike our other economic and military rivals, China is the only country big enough and with enough human resources to compete with us everywhere in the world. From the point of view of Beijing, China has a long history of dominating the world, and the past century of Western dominance is only a temporary blip.

(Fox News) - LOS ANGELES — Howie Kendrick hit a tiebreaking grand slam off Joe Kelly in the 10th inning, and the Washington Nationals overcame a three-run deficit with a late rally to beat the Los Angeles Dodgers 7-3 Wednesday night and advance to the NL Championship Series against St. Louis. Three-time Cy Young Award winner Clayton Kershaw blew a 3-1 lead by allowing homers to Anthony Rendon and Juan Soto on consecutive pitches in the eighth. The wild-card Nationals open the NLCS at St. Louis on Friday night. The seven-time defending NL West champion Dodgers, who led the NL with 106 wins, remain without a World Series title since 1988. Adam Eaton walked against Kelly leading off the 10th, Rendon doubled on a drive that lodged in the left field wall and Soto was intentionally walked. Kendrick fouled off a pitch, then hit a 97 mph fastball over the wall in center for his second career slam. The other one was a game-ending, 11th-inning drive against San Francisco in August 2017. Center fielder Cody Bellinger chased the ball all the way to the wall, putting his arms up against the fence as he ran out of room. Washington overcame a 19-31 start, finished 93-69, then rallied from a 3-0, eighth-inning deficit to beat Milwaukee 4-3 in the NL wild-card game.
7am – A INTERVIEW - ED MEESE -- Former 75th U.S. Attorney General of the United States (1985–1988) in the President Reagan administration and currently The Heritage Foundation’s Ronald Reagan distinguished fellow emeritus. Mr. Meese discussed receiving the Medal of Freedom from President Trump and his thoughts as a former attorney general on the impeachment push by the Dems.
Ed Meese Awarded Medal of Freedom. President Donald J. Trump awarded former Attorney General Edwin "Ed" Meese III the United States Medal of Freedom on Tuesday, the nation's highest civilian honor. Meese served under President Ronald Reagan and has since been active in fighting for conservative principles in Washington, D.C. on behalf of the American people. "This prestigious award is the Nation’s highest civilian honor, which may be awarded by the President to individuals who have made especially meritorious contributions to the security or national interests of the United States, to world peace, or to cultural or other significant public or private endeavors," the White House said in a statement. Edwin Meese III has long been a thought leader and strong conservative voice on matters of law and policy. As Counselor to President Ronald Reagan, Mr. Meese helped to craft a foreign policy strong enough to end the Cold War and played a pivotal role in securing historic tax cuts," the statement continued.

Whistleblower Linked to 2020 Democratic Presidential Candidate, ABC and CBS Spike. On Tuesday, the Washington Examiner’s Byron York broke the news that the whistleblower that sparked the Trump-Ukraine impeachment push had a “significant tie to one of the Democratic presidential candidates.” Total broadcast news coverage of this stunning revelation: A meager 38 seconds on Wednesday’s edition of NBC’s Today show. So far ABC and CBS have spiked the story, even with President Donald Trump tweeting about it on Tuesday evening: “Wow, Just Breaking: “The (big deal) Whistleblower had a ‘PROFESSIONAL TIE’ to 2020 Democratic Candidate.” Washington Examiner, @ByronYork In other words, was working with someone who was potentially running against me. Why wasn’t this reported by the ICIG? A Witch Hunt Scam!”

Former Lauer colleagues Guthrie, Kotb address rape allegation: 'Disturbed to our core' (The Hill) - NBC's Savannah Guthrie and Hoda Kotb early Wednesday addressed a new rape allegation against former colleague Matt Lauer, with the current "Today" hosts telling viewers they are "disturbed to our core." "I feel like we owe it to our viewers to pause for a moment," an emotional Guthrie said Wednesday morning. "This is shocking and appalling. I honestly don't even know what to say about it. I want to say I know it wasn't easy for our colleague Brooke to come forward then, it's not easy now and we support her and any women who have come forward with claims. And it's just very painful for all of us at NBC and who are at the 'Today' show. It's very, very, very difficult." Kotb, who replaced Lauer in 2018 after his firing by the network, added: "These are not allegations of an affair, there are allegations of a crime, and I think that’s shocking to all of us here who have sat with Matt for many many years."

    8am – B/CHONG KONG / CHINA TALKS:
U.S. and Chinese negotiators to meet Thursday amid rising hopes for a partial trade deal that would mark the first step back from a worsening dispute, but would leave the thorniest issues for future talks continuing deep into a presidential election year.
Wall Street will be watching developments in Washington where U.S. and China trade talks resume in an effort to make progress after five months of negotiation. Higher tariffs are a concern as investors and business leaders worry about a trade war with no viable solution that could send buyer confidence to a new low. President Trump and Chinese President Xi will be in Chile next month for a summit of world leaders, something negotiators hope could be a factor in finding common ground.

  • WMAL Interview - RUSS VOUGHT - 10.09.19
INTERVIEW - RUSS VOUGHT - the acting director of the White House Office of Management and Budget – previewed the White House hosting a major deregulation event today with POTUS signing two executive orders.
Trump to Sign Executive Order Reining in ‘Rogue Agencies’ Rules. (Bloomberg) - President Donald Trump is expected to sign a pair of executive orders on Wednesday that would limit the use of memos, letters, and other guidance that federal agencies use to help individuals and companies comply with regulations, a person briefed on the plans said. Conservatives and business groups have long complained that the agencies use the process to establish “stealth regulation” that circumvents Congress and avoids public scrutiny. Unlike formal government rules the interpretations are issued without the typical notice and comment period required by law. “Americans deserve to have their side of the story properly considered by the government and not punished by rogue agencies who use fear and costly court cases to force Americans into following their directives,” the White House said in talking points on the executive orders distributed to supporters on Tuesday. Under the Obama administration, agencies broadened existing laws and regulations through interpretations that were then issued in blogs, letters memos and brochures. Trump has made deregulation a cornerstone of his presidency, and the executive orders are intended to protect small businesses from agencies who use it as an “off-the-book way around the regular rule-making process,” the White House said in the talking points. The White House declined to comment on Tuesday night, but the president is scheduled to sign the orders “on transparency in federal guidance and enforcement” on Wednesday afternoon. According to the talking points, one executive order would require agencies to seek public input on certain guidance while a second executive order seeks to prohibit “secret or unlawful bureaucratic interpretations of rules” as well as “unfair or unexpected penalties from agencies.”
Executive Orders To Be Signed Today:
Bringing Guidance out of the Darkness Executive Order:
Under the previous Administration, Federal agencies imposed thousands of costly and burdensome mandates through thousands of various publications including; blogs, letter, brochures, etc.
These “Guidance” documents have been used as an off-the-books way for government regulations to bypassing cost-benefit analysis and remove opportunity for public input.
Example: A 2015 blog post from Department of Labor declared that many independent contractors should be classified as employees.
This created confusion, raised for thousands of small businesses, and was done without any opportunity for the public to provide comment to the agency.
This only example out of many where small businesses and families been forced to comply with various agency request out of fear – no one wants the Federal government to show up and say you broke a regulation.
Agencies will have to seek public input on the most important guidance, increasing transparency.
    Transparency and Fairness Executive Order:
President Trump is protecting Americans against secret or unlawful interpretations of regulations, or from unfair or unexpected penalties.
Americans deserve to have their side of the story properly considered by the government and not punished by rogue agencies who use fear and costly court cases to force Americans into following their directives.
Example: One family was threatened by the EPA with more than $20 million in fines for building a pond on their property.
By making agencies proactively educate the public, America’s small businesses will have the opportunity to comply with rules rather than be surprised by costly lawsuits.
