As Chris sees it, we shouldn't necessarily see this offer as an issue. There is an opportunity to make a friend here, and you do get to charge for the labor at the end of the day. But you do have to make things abundantly clear with the customer: we can put this part in for you, but we never diagnosed the car for you and we can't guarantee that your problem will be solved.
