This week, the EU launched a new border agency and Hungary held a referendum calling on people to reject EU refugee quotas. Although a large majority of voters voted "yes" in the referendum, it was voided by insufficient turnout. We discuss the consequences of the Hungarian vote with Noëlle Lenoir, former French Minister for European Affairs and Zoltan Kovacs, the Hungarian government spokesperson. Although Noëlle Lenoir believes Hungarian PM Viktor Orban is "weakened" by the result of the vote, Zoltan Kovacs insists his government will propose a constitutional amendment to ratify the referendum, which it considers binding.
