Like the Forbidden City, the City of Bright Moonlight is divided into the outer city and the inner city. The king lives in the inner part which is heavily guarded by soldiers. With the help of the buffalo boy, Minli manages to find the king and asks him for the borrowed line. At first the king says that he’s not sure what the borrowed line is that Minli is looking for but he thinks he can guess. Then the king tells Minli about the origin of the city. The city wasn’t always called the City of Bright Moonlight. The king’s great-great-great-grandfather changed the name. And as it turned out, Magistrate Tiger was his great-great-great-grandfather’s father.
The Magistrate Tiger’s biggest dream is to have his son marry to a member of the imperial family. One night as he travels through the mountain, he sees an old man sitting alone in the moonlight . The old man does not bow to the magistrate, and simply ignores Magistrate Tiger. his indifference infuriates The Magistrate. Finally Magistrate Tiger exists his carriage and goes to the old man, who is still engrossed in his book. Then the Old Man of the Moon tells him that he’s reading the Book of Fortune, which holds all the knowledge of the world-the past, present, and future. He also tells Magistrate Tiger that he can answer any question in the world. Naturally, the magistrate doesn’t believe him, but unable to contain his curiosity, the magistrate still asks the most important question in his heart. He wants to know who his son will marry when he is of age. The Old Man of the Moon flips the pages of his book and then announces that the magistrate’s son’s future wife is now the two-year-old daughter of a grocer in the next village. Upon hearing this, the magistrate flies into a rage. With both hands he grabbed the page and tears it from the book. The Old Man of the Moon just looks at him grimly, and says, “ Pages of the Book of Fortune do not tear easily, but that paper was being sent to you before I borrowed it. So take it. The Book has bestowed some extra qualities to it, though they will be as useless to you as the original paper would have been”.
It is the king’s great-great grandfather who realized that the words on the paper can only be seen in the bright moonlight. He renamed the city the City of Bright Moonlight as a reminder for the kings that followed him. From then on, whenever a king of the City of Bright Moonlight has had a problem, he consults the paper, and the paper will tell him what to do. And with that, the king looks down at the line. It says you only lose what you cling to. The king repeats to himself, “You only lose what you cling to, so by choosing to give you the line, I do not lose it. So perhaps it’s time for the paper to return to the book. “ And with these words, he places the paper in Minli’s trembling hands.
