ABC News Technology Reporter Mike Dobuski talks about how TikTok is fast approaching a deadline to sell itself, else it will face a ban from app stores in the United States. If that sounds familiar, it's because we've been down this road several times before, but this time is different. On Monday, Treasury Secretary Scott Bessent announced the US and China have agreed to a framework deal to sell the popular social media app to an American company. But details beyond that are scant. 1. Authorities in Utah say they will be seeking the death penalty for the death of right-wing commentator and activist Charlie Kirk. Utah County Attorney Jeff Gray says suspect Tyler Robinson is facing seven counts, including aggravated murder. Gray also told reporters today that Robinson told his roommate about committing the crime.

2. The White House is once again pushing back a crucial deadline for TikTok. December 16th is the new deadline for TikTok's Chinese parent company to sell the popular app to an American buyer or else it'll be booted from American App Stores. This marks the fourth time President Trump has pushed back the deadline. The previous date had been set for this week. Before leaving for Europe, the president told reporters that "group of very big companies" want to buy TikTok. Trump added he plans to speak with Chinese President Xi Jinping on Friday.

1. Tossing some charges. Today, a judge dismissed terrorism charges against the suspect in the murder of United HealthCare CEO Brian Thompson. Luigi Mangione appeared in court this morning and the judge tossed out the two counts of murder as a "crime of terrorism." The rest of the indictment remains though. He'll still be tried in state court on a charge of intentional murder. This development is a "win" for the defense. Mangione is due in federal court in December. That's where he's facing the possibility of the death penalty.

2. President Trump says he will finalize a deal between China, on U.S. ownership of TikTok. The current deadline for TikTok's Chinese parent company, ByteDance, to divest the app's U.S. assets is Wednesday, September 17 of this week. Previous deadlines have been extended. No extension and no deal means TikTok will no longer be available to download in the United States. The agreement is expected to transfer ownership of TikTok's U.S. assets to U.S.-based buyers, but how much remains unclear. ByteDance, has been unwilling to sell its proprietary algorithm for the U.S. version of the app.

3. The 22-year-old accused of assassinating political activist Charlie Kirk is formally charged, as we listen live.

1. The 22-year-old accused of assassinating political activist Charlie Kirk is expected to be formally charged today. Prosecutors are preparing to file three charges against the Utah man, including a capital murder charge. In fact, we're less than an hour away from the Utah County Attorney’s Office holding a press conference about the charges. Tyler Robinson is being held under what's called “special watch”, which is essentially isolation, to ensure that others don't harm him or that he doesn't harm himself. And ahead of the murder charges being brought against him later today, the FBI has been laying out a tremendous amount of evidence against him, including what they are calling a confession. Robinson appeared to take responsibility for the shooting in a message to friends on a chat platform. Once charges are filed, Robinson is scheduled to appear for a virtual court hearing. That's set for 4PM our time. He's been held without bail since his arrest.

2. Luigi Mangione appearing in a New York state court today, where a judge dismisses terrorism charges in the murder of United Healthcare CEO Brian Thompson. Mangione is still facing second-degree murder charges that could get him life in prison.

3. A new poll reveals just how many parents are now choosing not to vaccinate their children. The Washington Post finds one in six parents have either delayed or skipped some of the standard vaccines for their kids. The data shows while most parents view childhood vaccines as safe and important, they're less confident in the flu and COVID shots. Health Secretary Robert Kennedy continues to question the safety of some vaccines. Just yesterday, he appointed 5 new members to the CDC's advisory committee, a panel responsible for making vaccine recommendations. Some of the new members have previously been skeptical of vaccines.
