what these people would do is grow the followers of a certain facebook page by creating memes, giveaways, promos, etc. yes there’s nothing entirely wrong with putting out those types of content but selling it afterwards, making a profit out of it and claiming that it’s ready for rebranding, re-naming etc. is very frowned upon
I asked this question to my community members in Social Media Marketing Philippines and here are some of their insights in regards to this topic and the response has been great!

Here are some of the reasons why you should not buy pre owned facebook pages
If you’re not familiar with the term “Black Hat” in a very simple explanation it only means it’s an unethical strategy! a strategy that can lead you, your brand and your accounts to be flagged or banned.
If you’re a business owner taking the shorter way to success and focusing on vanity metrics (how the number of likes looks good in the eyes of people) then I think you should re-evaluate your marketing strategy. ever since when I was still in an Agency I’ve been groomed and trained to only practice doing White Hat Strategies, strategies that involves gritty work, slow progress but gives you an amazing amouts of results in the long run
People will unfollow because This is a form of deception
People will unfollow for the sole purpose of it not being the initial page that they followed because they followed that page for a specific reason note that Facebook has a transparency policy, meaning people can see what your page's name was before it is what is is today. It compromises the authenticity of your brand and makes you miss out on targeting algorithms where you seek out those likely to buy from your business. This as a red flag.
instead of buying a page with x amount of followers already that you’re not even sure whether they are bots and spam accounts, run ads that would specifically target your target market. Invest and build up your community
If you’re a running business already and thinking of going going through the route of buying off another page that is not recommended since engagement is more important than likes or followers. How sure are you that the initial followers of that said page would respond to your brand the same way it did to the previous one? When the former followers/likers see this, most would unfollow & unlike. It’s better to start from scratch and build your way up
