The GST Council meeting remained inconclusive on the issue of borrowing to meet the compensation shortfall and will meet again on October 12.
But the Council agreed to release ₹24,000 crore I-GST for the FY17-18 to States, which had not received the full amount as only a temporary settlement was made at that time. It has also been decided to disburse immediately to States/UTs the ₹20,000 crore collected so far this fiscal year through the compensation cess.
Sitharaman also said the Council has decided to increase the time period for levying the compensation cess beyond 2022.

In a bid to take on Google, Paytm today announced the launch of its Android Mini App Store to support Indian developers. This comes after Google recently evicted Paytm from its play store for allegedly violating norms. While Paytm denied any violations, it had initiated discussions with other Indian start-up founders to establish a desi app store.
Paytm is providing listing and distribution of these mini-apps within its app without any charges. For payments, developers will be able to give a choice of Paytm Wallet, Paytm Payments Bank, UPI, net-banking and cards to their users.

India Meteorological Department (IMD) says it has spotted a cyclonic circulation over the Gulf of Thailand (to the East of the Andaman Sea/Bay of Bengal), a likely precursor to the formation of the anticipated new low-pressure area over the North Andaman Sea by Friday.
The low is expected to move north-westwards towards north Andhra Pradesh and Odisha coasts with gradual intensification into a depression during the subsequent two-three days. This will trigger enhanced rainfall over North Andhra Pradesh during 11-13 October, the IMD said.

Reliance Retail Ventures Ltd (RRVL) has raised a total of Rs 32,197.50 crore from global investors in lieu of a 7.28 per cent stake. Mostly, the investments came in at a pre-money equity value of Rs 4.285-lakh crore.
The latest tranche came in late last night, with RRVL, a subsidiary of Asia’s richest man Mukesh Ambani-controlled Reliance Industries Ltd (RIL), raising Rs 7,350 crore in two back-to-back deals.
On Friday night, RRVL raised Rs 1,837.5 crore from TPG in lieu of a 0.41 per cent stake, which was immediately preceded by a Rs 5,512.5-crore funding from GIC in exchange for a 1.22 per cent stake.
While most of the investments came in at a pre-money equity value of Rs 4.285-lakh crore, the initial investments by KKR and Silver Lake deals valued RRVL at Rs 4.21-lakh crore.
