It probably all comes down to this: there are well documented psychological, sociological, physical, and economical downsides to getting married early and having lots of kids, but there are positive church outcomes in activity rates, tithing receipts, and retention rates. Hence, Oaks views giving potentially damaging advice like this is ok so long as the needs of the church come first. It’s a philosophy called doctrine over self. What is best for you spiritually, socially, or physically must be subverted for the betterment of the collective whole. That is the very definition of a high demand religion.
