EU environment ministers met Tuesday hot on the heels of a new UN climate report that warns it may already be too late to reverse the acceleration of global warming. After 13 hours of talks, a vintage late-night compromise - this one to curb CO2 emissions for cars to 35% of their 2021 levels by 2030. The European Parliament wanted 40%, Germany - egged on by automakers - led the charge to keep the target at 30.
