Milwaukee County Office of Emergency Management Chief Medical Director Dr. Ben Weston from the Medical College of Wisconsin talks about how the recent Milwaukee County initiative to offer whole blood transfusions in the field for critically injured trauma patients is saving lives. 1. The end of the government shutdown could be in sight. The Senate has voted to move ahead with a bill to re-open and fund the government. Seven democrats and one independent joined republicans. The deal would fund the government through January, fund SNAP benefits through next September and at higher levels. It also includes Republicans agreeing to vote on an Affordable Care Act bill of the Democrats' choosing before mid-December. Doesn't include voting a certain way, just securing the vote. House leadership has announced it will return this week and take up the funding bill after its final passage in the Senate.

2. Despite the ongoing government shutdown, museums and historic sites around Pearl Harbor will remain open through Veterans Day. More than 300-thousand dollars have been donated by groups, and some private donations to keep the facilities open. Other national parks and monuments including the Washington monument, Smithsonian museums and St. Louis Arch have had to close due to the shutdown. And with tomorrow being Veterans Day there are a lot of places saying “thank you for your service” with food deals: Most of those deals are available for Veterans here in Wisconsin. Just a little way to say thank you.

1. Urging Wisconsin businesses NOT to turn away shoppers using Quest cards. Today, the state is reminding stores that signed up for the FoodShare program that recipients have had funding legally loaded onto their cards for November. There's been so much back and forth on SNAP benefits, the state wants the message known. The state says businesses cannot turn away members using QUEST cards at registers. FoodShare members receive benefits on a QUEST card, similar to a debit card. That allows them to pay for food at any businesses that have agreed to participate in the program. If FoodShare members are denied the ability to use their QUEST cards, they should call the Wisconsin Consumer Protection Hotline. Nearly 700-thousand people in Wisconsin use FoodShare benefits.

2. Two other big-league athletes are being accused of taking bribes from gamblers. Cleveland Guardians pitchers Emmanuel Clase and Luis Ortiz are accused of intentionally tossing balls instead of throwing strikes to ensure successful bets on so-called MLB prop betting. Prosecutors allege the scheme drew hundreds of thousands of dollars in illegal wagers. In a statement, the Cleveland Guardians say it’s fully cooperating with law enforcement and MLB in their investigations. The charges came just weeks after the FBI announced dozens of arrests in connection to two similar sports betting and money laundering schemes that involved NBA coaches, players and the Mafia.

3. It's Game Day for Green Bay. Monday Night Football comes to Lambeau tonight. The Packers take on the defending champions, the Philadelphia Eagles! Packers quarterback Jordan Love is hungry for this win. The Packers lost to the Eagles twice last season. Kickoff is 7:15 tonight. Some of you won't be able to watch the game like usual. Tonight's Packers game is an ABC/ESPN game. A reminder if you have YouTube TV, you don't have ABC or ESPN right now. Disney and YouTube TV still haven't come to an agreement yet, so if you have YouTube TV, break out the bunny ears, or pop over to the neighbor's house or a bar.

ABC News Correspondent Jim Ryan talks about how flight restrictions ordered by the Federal Aviation Administration last Wednesday continued to mount through the weekend, with thousands of airline flights cancelled or delayed in the face of staffing shortages in control towers and radar facilities. The 4% reduction in flights will be bumped up to 10% Friday unless the congressional deadlock that has controllers and TSA agents working without pay is somehow broken. Even Americans who don’t plan to travel are likely to feel some impact as the holidays approach.

2. A Milwaukee apartment building at the center of a deadly fire over the weekend did not have a sprinkler system. Milwaukee Fire Chief Aaron Lipski is doubling down on his push to get sprinkler systems in older residential buildings. The new legislation comes after a fire earlier this year on Mother's Day that killed five people and now this past Saturday's deadly blaze that killed one person near 1st and Layton on the city's south side. State law currently does not require buildings constructed before 1974 to have sprinklers, but Lipski is urging landlords to install them and is hoping the new package of bills gets approved in Madison.

3. That's what many people in Kenosha County thought when they woke up this morning. There was so much snow on the ground, it was a Snow Day for many kids. The Kenosha Unified School District canceled classes, along with a handful of other schools in the area. The district said it was too tough to clean the parking lots and sidewalks in time for the kids. Road conditions were also poor, creating hazardous travel. According to our friends over at Storm Team 4, far southeastern Wisconsin got 10 to 13 inches of snow.
