During the summer of 1793, Genêt continues his efforts to start a war in America against Britain and Spain. Yellow fever decimates Philadelphia, bringing the entire country to a halt. By the end of the year, Genêt's momentum toward war has halted. His recall orders from France finally arrive in America.
