While Qatar collaborates with Iran and shelters Hamas leaders, Marshall tries to highlight positive aspects of the country, seemingly excusing its actions. Why did Marshall choose not to bring up examples of Qatar funding terrorism? Does he understand the difference between an ally and an adversary?
