Stephen Grootes speaks to Ayabonga Cawe, Chief Commissioner of ITAC, about South Africa’s plan to ban cash sales of scrap steel. Three major recycling bodies have rejected ITAC’s amendments to the Price Preference System for scrap metal, calling them unfair and damaging to the recycling industry. They argue that the changes, including cutting the ferrous scrap discount from 30% to 25%, favour mini-mills and undermine fair trade.
