In Warsaw Ghetto Police: The Jewish Order Service during the Nazi Occupation (Cornell University Press/US Holocaust Memorial Museum, 2021) , Katarzyna Person shines a spotlight on the lawyers, engineers, young yeshiva graduates, and sons of connected businessmen who, in the autumn of 1940, joined the newly formed Jewish Order Service.

Person tracks the everyday life of policemen as their involvement with the horrors of ghetto life gradually increased. Facing and engaging with brutality, corruption, and the degradation and humiliation of their own people, these policemen found it virtually impossible to exercise individual agency. While some saw the Jewish police as fellow victims, others viewed them as a more dangerous threat than the German occupation authorities; both were held responsible for the destruction of a historically important and thriving community. Person emphasizes the complexity of the situation, the policemen's place in the network of social life in the ghetto, and the difficulty behind the choices that they made. By placing the actions of the Jewish Order Service in historical context, she explores both the decisions that its members were forced to make and the consequences of those actions.

Featuring testimonies of members of the Jewish Order Service, and of others who could see them as they themselves could not, Warsaw Ghetto Police brings these impossible situations to life. It also demonstrates how a community chooses to remember those whose allegiances did not seem clear.

Katarzyna Person is a historian specialising in the history of the Holocaust and its aftermath in occupied Poland, working in the Jewish Historical Institute in Warsaw. She is the author of Assimilated Jews in the Warsaw Ghetto (Syracuse University Press, 2014).

Genocide is not only a problem of mass death, but also of how, as a relatively new idea and law, it organizes and distorts thinking about civilian destruction. Taking the normative perspective of civilian immunity from military attack, A. Dirk Moses argues that the implicit hierarchy of international criminal law, atop which sits genocide as the 'crime of crimes', blinds us to other types of humanly caused civilian death, like bombing cities, and the 'collateral damage' of missile and drone strikes. Talk of genocide, then, can function ideologically to detract from systematic violence against civilians perpetrated by governments of all types. The Problems of Genocide: Permanent Security and the Language of Transgression (Cambridge UP, 2021) contends that this violence is the consequence of 'permanent security' imperatives: the striving of states, and armed groups seeking to found states, to make themselves invulnerable to threats.

In Becoming Rwandan: Education, Reconciliation and the Making of a Post-Genocide Citizen (Rutgers UP, 2020), S. Garnett Russell argues that although the Rwandan government makes use of global discourses in national policy documents, the way in which teachers and students engage with these global models distorts the curricular intentions of the government, resulting in unintended consequences and an undermining of sustainable peace. The ghettos established by the Nazis in German-occupied Eastern Europe during the Second World War have mainly been seen as lawless spaces marked by brutality, tyranny, and the systematic murder of the Jewish population. Drawing on examples from the Warsaw, Lodz, and Vilna ghettos, Dance on the Razor's Edge: Crime and Punishment in the Nazi Ghettos (University of Toronto Press, 2021) explores how under these circumstances highly improvised legal spheres emerged in these coerced and heterogeneous ghetto communities.

Looking at sources from multiple archives and countries, this book investigates how the Jewish Councils, set up on German orders, formulated new definitions of criminal offenses and established legal institutions on their own initiative as a desperate attempt to ensure the survival of the ghetto communities. Bethke explores how people under these circumstances tried to make sense of everyday lives that had been turned upside down, taking with them pre-war notions of justice and morality, and considers the extent to which this rupture led to new judgments on human behaviour. In doing so, this book aims to understand how people attempted to use their very limited scope for action in order to survive. Set against the background of a Holocaust historiography that often still seeks for clear categories of "good" and "bad" behaviour, Dance on the Razor's Edge calls for a new understanding of the ghettos as complex communities in an unprecedented emergency situation.

Michela Wrong’s Do Not Disturb: The Story of a Political Murder and an African Regime Gone Bad (PublicAffairs, 2021) is a glorious piece of journalism. It tells the story of Rwanda’s former head of external intelligence turned government critic, Patrick Karegeya, and his falling out with the Rwandan leadership, including current President Paul Kagame. For Wrong, the murder of Patrick Karegeya provides a passage-way into broader conversations about how Rwanda has been ruled since the 1994 genocide. Why are members of the elite like Karegeya leaving Rwanda? And what do these elite flights tell us about political stability in contemporary Rwanda? Wrong’s storytelling choices draw the reader into Rwanda’s complex post-colonial political culture while reminding us that the story of Karegeya’s murder is emblematic of how the revolution eats its own.

Vengeance and Retribution Are Mine: Community, the Holocaust, and Abba Kovner's Avengers (Pardes, 2019) is a book by Israeli historian Dina Porat on Nakam, a small group of Holocaust survivors led by Abba Kovner which sought violent revenge against Germans. She chose the title to express her belief that humans should leave revenge for God. It was first published in 2019 by Pardes Publishing in Hebrew, and is the first scholarly book on Nakam.

Dina Porat is an Israeli historian. She is professor emeritus of modern Jewish history at the Department of Jewish History at Tel Aviv University and the chief historian of Yad Vashem.

My students are generally 19 or 20 or 21. They have never known the Middle East without American boots on the ground. They have never turned on the news and seen a story about the region featuring a young couple in love, or a technological innovation or a sports star. Instead they see images of guns or bodies or burning buildings or all three.

Laura Robson, in her new book The Politics of Mass Violence in the Middle East (Oxford UP, 2020), tries to explain why this is so. The book is concise, but powerful and convincing. Robson reminds us that the violence in the Middle East is not deeply rooted in its culture or religion. Rather it is a relatively new development, propelled by responses to modernization and by individual choices by both regional leaders and especially by leaders of western imperialist countries. Nevertheless, over the past century ethnic violence has become virtually the only way to express and ensure sovereignty. The result is a region mired in conflict and oppression.

Robson's argument is nuanced and deeply rooted in a broad reading in the history of the Middle East and of mass violence. It is, needless to say, grimly pessimistic about the future. It's hard to imagine a way out of the spiral of violence that the twentieth century produced. As Hannah Arendt writes, in a quote Robson uses as an epigraph, "The practice of violence, like all action, changes the world, but the most probable change is a more violent world."

Researchers often face significant and unique ethical and methodological challenges when conducting qualitative field work among people who have been identified as perpetrators of genocide. This can include overcoming biases that often accompany research on perpetrators; conceptualizing, identifying, and recruiting research subjects; risk mitigation and negotiating access in difficult contexts; self-care in conducting interviews relating to extreme violence; and minimizing harm for interviewees who may themselves be traumatized.

K. F. Anderson and E. Jessee's Researching Perpetrators of Genocide (U Wisconsin Press, 2020) offers a collection of case studies by scholars from a range of disciplinary backgrounds turns a critical and reflective eye toward qualitative fieldwork on the topic. Framed by an introduction that sets out key issues in perpetrator research and a conclusion that proposes and outlines a code of best practice, the volume provides an essential starting point for future research while advancing genocide studies, transitional justice, and related fields. This original, important, and welcome contribution will be of value to historians, political scientists, criminologists, anthropologists, lawyers, and legal scholars.

Juliane Okot Bitek, of the Emily Carr University of Art and Design and writer-in-residence at Simon Fraser University, has written a terrific book of poetry on the 1994 Genocide of Tutsi in Rwanda. Published in 2016 by the University of Alberta, and simply titled, 100 Days (University of Alberta Press, 2016), Okot Bitek’s poetry is a form of witnessing violence that records the senseless loss of life in a way that reminds us violence is human and universal.
