The system of prostitution imposed and enforced by the Japanese military during its wartime occupation of several countries in East and Southeast Asia is today well-known and uniformly condemned. Transnational activist movements have sought to recognize and redress survivors of this World War II-era system, euphemistically known as "comfort women," for decades, with a major wave beginning in the 1990s. However, Indonesian survivors, and even the system's history in Indonesia to begin with, have largely been sidelined, even within the country itself.

In Systemic Silencing: Activism, Memory, and Sexual Violence in Indonesia (U Wisconsin Press, 2023), Katharine E. McGregor not only untangles the history of the system during the war, but also unpacks the context surrounding the slow and faltering efforts to address it. With careful attention to the historical, social, and political conditions surrounding sexual violence in Indonesia, supported by exhaustive research and archival diligence, she uncovers a critical piece of Indonesian history and the ongoing efforts to bring it to the public eye. Critically, she establishes that the transnational part of activism surrounding victims of the system is both necessary and fraught, a complexity of geopolitics and international relationships on one hand and a question of personal networks, linguistic differences, and cultural challenges on the other.

The Allied soldiers who liberated the Nazi concentration camp at Bergen-Belsen in April 1945 were faced with scenes of horror and privation. With breathtaking thoroughness, Distance from the Belsen Heap: Allied Forces and the Liberation of a Nazi Concentration Camp (U Toronto Press, 2015) documents what they saw and how they came to terms with those images over the course of the next seventy years. On the basis of research in more than seventy archives in four countries, Mark Celinscak analyses how these military personnel struggled with the intense experience of the camp; how they attempted to describe what they had seen, heard, and felt to those back home; and how their lives were transformed by that experience. He also brings to light the previously unacknowledged presence of hundreds of Canadians among the camp's liberators, including noted painter Alex Colville.

Distance from the Belsen Heap examines the experiences of hundreds of British and Canadian eyewitnesses to atrocity, including war artists, photographers, medical personnel, and chaplains. A study of the complicated encounter between these Allied soldiers and the horrors of the Holocaust, Distance from the Belsen Heap is a testament to their experience.

At War with Women: Military Humanitarianism and Imperial Feminism in an Era of Permanent War (Cornell University Press, 2023) by Jennifer Greenburg reveals how post-9/11 politics of gender and development have transformed US military power. In the mid-2000s, the US military used development as a weapon as it revived counterinsurgency in Iraq and Afghanistan. The military assembled all-female teams to reach households and wage war through development projects in the battle for "hearts and minds." Despite women technically being banned from ground combat units, the all-female teams were drawn into combat nonetheless. Based on ethnographic fieldwork observing military trainings, this book challenges liberal feminist narratives that justified the Afghanistan War in the name of women's rights and celebrated women's integration into combat as a victory for gender equality.

Dr. Jennifer Greenburg critically interrogates a new imperial feminism and its central role in securing US hegemony. Women's incorporation into combat through emotional labor has reinforced gender stereotypes, with counterinsurgency framing female soldiers as global ambassadors for women's rights. This book provides an analysis of US imperialism that keeps the present in tension with the past, clarifying where colonial ideologies of race, gender, and sexuality have resurfaced and how they are changing today.

Gervase Phillips' book Persecution and Genocide: A History (Routledge, 2024) offers an unparalleled range of comparative studies considering both persecution and genocide across two thousand years of history from Rome to Nazi Germany, and spanning Europe, Asia, Africa, and the Americas. From the collapse of the Soviet Union until late 2023, Armenia and Azerbaijan were fighting unrelenting hot and cold wars over Nagorno-Karabakh - a tiny 4,400-square-kilometre breakaway republic with a population under 150,000. That 30-year crisis ended within 24 hours in September 2023 when Azerbaijan attacked, Russian peacekeepers withdrew, and the last Karabakh Armenians left the enclave.

How can states use military force to achieve their political aims without triggering a catastrophic nuclear war? Among the states facing this dilemma of fighting limited wars, only China has given information-age weapons such a prominent role. While other countries have preferred the traditional options of threatening to use nuclear weapons or fielding capabilities for decisive conventional military victories, China has instead chosen to rely on offensive cyber operations, counter-space capabilities, and precision conventional missiles to coerce its adversaries. 

In Under the Nuclear Shadow: China's Information-Age Weapons in International Security (Princeton UP, 2024), Fiona Cunningham examines this distinctive aspect of China’s post–Cold War deterrence strategy, developing an original theory of “strategic substitution.” When crises with the United States highlighted the inadequacy of China’s existing military capabilities, Cunningham argues, China pursued information-age weapons that promised to provide credible leverage against adversaries rapidly.

Drawing on hundreds of original Chinese-language sources and interviews with security experts in China, Cunningham provides a rare and candid glimpse from Beijing into the information-age technologies that are reshaping how states gain leverage in the twenty-first century. She offers unprecedented insights into China’s military modernization trajectory as she details the strengths and weaknesses of China’s strategic substitution approach. Under the Nuclear Shadow also looks ahead at the uncertain future of China’s strategic substitution approach and briefly explores too how other states might seize upon the promise of emerging technologies to address weaknesses in their own military strategies.

When Nazi Germany launched the invasion of the Soviet Union in 1941, its leadership made clear to the Wehrmacht that it was waging a "war of extermination" against Germany's enemies. This meant that normal military conduct in war was to be dispensed with and soldiers would act more in accordance with the precepts of Nazi ideology. During the brutal fighting on the Eastern Front, how did average German soldiers interpret the war they were fighting? David A. Harrisville seeks to answer this question in his book The Virtuous Wehrmacht: Crafting the Myth of the German Soldier on the Eastern Front, 1941-1944 (Cornell University Press, 2021). Through letters, diaries, and other primary documents written during the war itself, German soldiers portrayed themselves as "noble" warriors undertaking a "righteous" mission to rid the world of the evils of Soviet Communism. This would later form the basis of the "clean Wehrmacht" myth that prevailed in postwar German society.

Judith Giesberg, an expert on the history of women and gender during the Civil War, is professor and director of graduate studies in the history department at Villanova University and Editor of The Journal of the Civil War Era. Two of her previous books include Civil War Sisterhood: The United States Sanitary Commission and Women’s Politics in Transition (2000), which is about the understudied roles of women in relief efforts during the war, and “Army at Home”: Women and the Civil War on the Northern Home Front (2009), which concerns the experiences of working class women in the north. She is also the principal editor of Emilie Davis’s Civil War: The Diaries of a Free Black Woman in Philadelphia (2014).

Her latest book, and the subject of our discussion, is Sex and the Civil War: Soldiers, Pornography, and the Making of an American Morality (University of North Carolina Press, 2017). Giesberg argues that the Civil War is the turning point for the influential rise of postwar anti-pornography laws and a genesis for the related network of anti-vice campaigns, which included laws against contraceptives and abortion, newly entrenched legal regulations of marriage, and ever broader social purity initiatives around sexuality.

We discuss how crucial, and yet understudied, questions of sex and desire are to the Civil War era and how silence around them has affected the ways we talk about and regulate social relations today. Much of our conversation focuses on how a small group of men created new regulations around pornography, the constitution of which was always up for debate, to hold onto the political and social power that they felt to be threatened by men of a lower class or of a different race. Prominent among this group of regulators, and a leading face of the postwar anti-vice campaigns, was Anthony Comstock. After serving in a largely inactive regiment during the war, and feeling left out of the camaraderie generated by the sharing of pornography among his fellow soldiers, Comstock fashioned for himself a largely illusory legal fraternity of moral crusaders. For pornography was hardly the main issue for those who associated themselves with his cause. Geisberg writes and talks about how other men in power negotiated the place of newly freed slaves by tightening the regulatory role that marriage played in their “free” lives. Doctors jumped at the opportunity to regulate abortion and contraception as a way to further professionalize themselves after postwar advances in medicine. Both of these groups became part of an omnibus of social reform that affects the country to this day. As you will hear over the course of our conversation, the importance of Giesberg’s account is in showing the connections between these issues and how they come together in the Civil War. In a narrative-redefining approach, Engaging the Evil Empire: Washington, Moscow, and the Beginning of the End of the Cold War (Cornell UP, 2020) dramatically alters how we look at the beginning of the end of the Cold War. Tracking key events in US-Soviet relations across the years between 1980 and 1985, Simon Miles shows that covert engagement gave way to overt conversation as both superpowers determined that open diplomacy was the best means of furthering their own, primarily competitive, goals. Miles narrates the history of these dramatic years, as President Ronald Reagan consistently applied a disciplined carrot-and-stick approach, reaching out to Moscow while at the same time excoriating the Soviet system and building up US military capabilities.

The received wisdom in diplomatic circles is that the beginning of the end of the Cold War came from changing policy preferences and that President Reagan in particular opted for a more conciliatory and less bellicose diplomatic approach. In reality, as Miles vividly demonstrates, Reagan and ranking officials in the National Security Council had determined that the United States enjoyed a strategic margin of error that permitted it to engage Moscow overtly.

As US grand strategy developed, so did that of the Soviet Union. Engaging the Evil Empire covers five critical years of Cold War history when Soviet leaders tried to reduce tensions between the two nations in order to gain economic breathing room and, to ensure domestic political stability, prioritize expenditures on butter over those on guns. Written with style and verve, Miles's bold narrative shifts the focus of Cold War historians away from exclusive attention on Washington by focusing on the years of back-channel communiqués and internal strategy debates in Moscow as well as Budapest, Prague, and East Berlin.
