Japanese men can take up to 52 weeks of paid child care leave after their child is born — more than every country in the Organization for Economic Cooperation and Development (OECD) except South Korea. But most new dads in Japan are struggling to do so, according to a 2020 survey by the Japanese Trade Union Confederation.
The online survey asked 500 men and 500 women about men's family responsibilities. It found that only 13.4% of men with small children in the country took child care leave, with 31.6% wanting to, but saying they couldn't. For those that did take leave, 47.8% didn't have as many days off as they would have liked.
While the number of men who took leave is low, it's higher than in 2019 when only 7.2% said they could take time off. The most common reason men gave in the 2020 survey for not being able to take leave was that nobody was available to do their work while they were gone.
When it came to women taking child care leave, 64.4% said they were able to do so.
In Japan, fathers aren't encouraged to take time away from the office, according to Machiko Osawa, director of the Research Institute for Women and Careers at Japan Women's University. She said taking leave is likely to reduce a man's chances of getting a promotion because it shows employers that he values his family life.
