NSW Premier Dominic Perrottet made a shock announcement on Friday that NSW will abolish all quarantine for people who are double vaccinated from November 1, in addition to the Federal Government's messaging that Australia will finally re-open to the world next month.

But not everyone looks set to be jetting off as many domestic borders remain closed.
