With more devastating reports from Ukraine of horrific crimes including massacres, torture and rape being committed by Russian forces against civilians, there are increasing calls for Russian President Vladimir Putin and his soldiers to be prosecuted for war crimes.

But who actually has the authority to make them face consequences for these horrendous acts, and would that really put an end to the conflict given that such trials have in the past taken years to reach a verdict?
