    President Xi Jinping said on Thursday that the Asia-Pacific region is no one's backyard and should not become an arena for big power contests, and he called for advancing regional economic integration and building an Asia-Pacific community with a shared future.


    Xi made the remarks in a written speech at the Asia-Pacific Economic Cooperation CEO Summit in Bangkok, Thailand. He arrived in the Thai capital on Thursday to attend the 29th APEC Economic Leaders' Meeting, which will be held on Friday and Saturday, and to visit Thailand.


    In the speech, Xi analyzed the regional situation amid changes in the international environment, saying that the overlapping effects of intensifying geopolitical tensions and the evolution of the economic landscape have had an impact on the development environment and cooperation architecture of the Asia-Pacific region.


    The Cold-War mindset, hegemonism, unilateralism and protectionism are rising, and moves to distort international norms, disconnect economic exchanges, instigate regional conflict and thwart development cooperation are often seen, Xi said. All of these have posed a grave threat to Asia-Pacific peace and development, he added.


    Xi underlined the need to follow a path of peaceful development, saying that bloc confrontation solves no problems, and prejudice brings disasters.


    It is because the Asia-Pacific region was freed from the shadow of the Cold War that the regional economies, particularly small and medium-sized ones, can enter the expressway toward modernization, Xi said. "No attempt to wage a new Cold War will ever be allowed by the people or by our times," he added.


    Xi called for upholding openness and inclusiveness and said that openness leads to progress, while exclusiveness surely results in backwardness. Undermining the long-lasting industrial and supply chains in the Asia-Pacific region will lead regional economic cooperation to a dead end, he said.

    As regional economies face difficulties related to disrupted supply chains, strained food and energy supplies and mounting inflationary pressure, Xi emphasized the need to strengthen solidarity and enhance mutual support and assistance to enable the Asia-Pacific to be a leader in boosting global economic recovery.


    In order to bolster the foundation for peaceful development, Xi called on countries to abide by the purposes and principles of the United Nations Charter, pursue the vision of common, comprehensive, cooperative and sustainable security, and jointly reject the Cold War mentality and bloc confrontation.


    "We need to build an Asia-Pacific security architecture to create conditions for ensuring economic development and durable peace and stability in the Asia-Pacific," he said.


    Xi called for forging a new partnership of unity and equality in the Asia-Pacific region — a partnership that will be balanced and inclusive.


    "We need to deepen cooperation within the APEC framework, advance the building of a free trade area of the Asia-Pacific, ... achieve better alignment among the Regional Comprehensive Economic Partnership, the Comprehensive and Progressive Agreement for Trans-Pacific Partnership and the Digital Economy Partnership Agreement, and build an open Asia-Pacific economy," he said.


    Xi urged the promotion of higher-standard connectivity. "Unilateralism and protectionism should be rejected by all; any attempt to politicize and weaponize economic and trade relations should also be rejected by all," he said.


    Xi also reiterated China's commitment to peaceful development, saying that to follow the path of peaceful development is a strategic choice made by China in the fundamental interests of the Chinese people.


    "We will strive to safeguard world peace and development as we pursue our own development, and we will make a greater contribution to world peace and development through our own development," Xi said.


    China stands ready to provide more resources for global development cooperation and work with all other parties to build a global community of development, Xi said.


    Raymund Chao, chairman for the Asia-Pacific region and China of professional services provider PwC, said Xi's proposal for advancing more inclusive and resilient global development with benefits shared for all is greatly important and positive in promoting world economic recovery, stability and growth.


    Ukrist Pathmanand, director of the Mekong Research Center of the Institute of Asian Studies at Bangkok's Chulalongkorn University, said Xi's idea for greater Asia-Pacific regional economic integration is important, as the region needs a quick socioeconomic recovery from the COVID-19 pandemic.


    He said that Xi's speech aligns with Thailand's Bio-Circular-Green national strategy, and he noted that the BCG economic model is an overarching theme of this year's APEC meeting.

    The meeting between Xi and Widodo on the sidelines of the G20 Summit in Bali was their second sit-down within four months. The Indonesian leader made his fifth trip to China in July, becoming the first foreign head of state to visit Beijing since the Beijing Winter Olympic Games.

    Before the meeting, the two leaders witnessed via video link the trial run of the Jakarta-Bandung High-Speed Railway, a landmark project of the Belt and Road Initiative that is expected to start operations in June and create 30,000 jobs for local people.


    Beijing stands ready to continue furthering the alignment of the BRI with Indonesia's Global Maritime Fulcrum strategy and enabling the completion and operations at an early date of the Jakarta-Bandung High-Speed Railway, the first high-speed railway in Southeast Asia, Xi said.


    Both sides should continue to move forward with the development of the Regional Comprehensive Economic Corridor and the "Two Countries, Twin Parks "project to bring bilateral cooperation to a new level, Xi said.


    The cooperation between the two nations has yielded tangible achievements that not only have benefited the two peoples but also have had a positive influence at the regional and global levels.


    Xi vowed continued support to Indonesia in developing a regional production center for vaccines as well as related joint research and development.


    China will welcome the imports of more quality products from Indonesia and will encourage more Chinese businesses to take part in the building of major infrastructure projects in the nation, including the country's new capital and the green industrial park in the province of North Kalimantan, Xi said.


    The two sides should expand cooperation on the digital economy and green development, he added.


    The president also called on the two nations, both major developing countries and emerging markets, to uphold true multilateralism and focus on key sectors including poverty alleviation, food security and development financing to build landmark projects of the Global Development Initiative.


    Both sides should contribute to stronger, green and healthy global development and promote global governance that is more just and equitable, Xi said.


    He expressed support for Indonesia's holding of the rotating chairmanship of the Association of Southeast Asian Nations next year, saying that the two countries should focus on development and cooperation, promote the building of a peaceful, safe and secure, prosperous, beautiful and amicable home, and forge an even closer China-ASEAN community with a shared future.


    Widodo began the talks by calling Xi "my big brother" and again congratulated Xi on his reelection as general secretary of the Communist Party of China Central Committee.


    Indonesia appreciates the bilateral cooperation on the research, development and production of COVID-19 vaccines, and stands ready to step up cooperation in healthcare, he said.


    Widodo expressed hope that the two nations can deepen strategic and pragmatic cooperation and jointly build a bilateral community with a shared future, adding that Indonesia stands ready to proactively promote friendship and cooperation between ASEAN and China.


    Witnessed by Xi and Widodo, the two sides signed cooperation documents including an action plan to bolster the bilateral comprehensive strategic partnership (2022-26) as well as plans on Belt and Road cooperation, industrial vocational training, the digital economy and expansion of bilateral economic and trade cooperation.


    China has been the largest trading partner of Indonesia for nine consecutive years and the largest destination of Indonesian exports for six consecutive years.


    Trade between the two nations surged 30.2 percent year-on-year in the first nine months of this year, reaching 721.1 billion yuan ($101.7 billion), according to the General Administration of Customs. Bilateral trade rose to $124.4 billion in 2021, increasing nearly 60 percent year-on-year.

    In a speech delivered at the first session of the 17th G20 Summit in Bali, Indonesia, Xi underlined food and energy security as the most pressing challenges in global development, calling upon nations to resolutely oppose attempts to politicize food and energy issues or use them as tools or weapons.


    "We meet at a time of momentous changes unseen in a century, changes that are consequential to the world, to our times, and to history," Xi told a roomful of global leaders from economies that represent over 80 percent of global GDP, 75 percent of international trade and 60 percent of the world's population.


    Xi noted challenges including the lingering COVID-19 pandemic, the tense geopolitical environment and severely inadequate global governance, saying that the food and energy crises have compounded each other.


    "All countries should replace division with unity, confrontation with cooperation, and exclusion with inclusiveness," he said.


    He emphasized that drawing ideological lines or promoting group politics and bloc confrontation will only divide the world, and hinder global development and human progress.


    "No one should engage in beggar-thy-neighbor practices, building 'a small yard with high fences', or creating closed and exclusive clubs," the president said.


    He called upon developed nations to provide more public goods and all major countries to do their best for the cause of global development.


    Xi announced that Beijing will increase its commitments to the China-UN Peace and Development Fund, and the nation will make a list of items for practical cooperation, set up an open-ended pool of projects under the Global Development Initiative, and draw up a road map for the initiative's implementation.


    "We need to build a global partnership for economic recovery, prioritize development and put the people at the center, always keep in mind the difficulties faced by developing countries, and accommodate their concerns," he said.


    He expressed China's support for letting the African Union join the G20.


    As part of the effort to continue deepening global cooperation on fighting the pandemic, Xi highlighted the need to raise the accessibility to and affordability of vaccines, medicines and diagnostic and treatment methods in developing countries to better facilitate economic recovery.


    Xi underlined that the root cause of the ongoing food and energy crises does not lie in production or demand, but in disruptions to supply chains and international cooperation.


    He pointed out that the way out of the crises is for all countries to enhance cooperation on market supervision and regulation, build partnerships on commodities, develop an open, stable and sustainable commodities market, and work together to unclog supply chains and stabilize market prices.


    Unilateral sanctions must be removed and restrictions on relevant scientific and technological cooperation must be lifted to solve the issues, he added.


    Indonesian President Joko Widodo, the chair of the summit, emphasized the need to immediately take steps to ensure sufficient availability of fertilizer at an affordable price, warning that high food prices could worsen, leading to a food supply crisis.


    He also underlined the responsibility of the G20 leaders not only to their own people but also for all the world's people. "We should not divide the world into parts. We must not allow the world to fall into another Cold War," Widodo said.


    IMF Managing Director Kristalina Georgieva highlighted the need to remove trade barriers for food and fertilizers to counter the suffering of hundreds of millions of people.


    "We must not allow protectionism to take root, and the world to drift into separate blocs," she said, adding that the organization's calculations indicate that a world divided would lose at least 1.5 percent of GDP annually.


    Lili Yan Ing, lead adviser at the Economic Research Institute for ASEAN and East Asia, a think tank in Jakarta, said the commitments of President Xi and China, one of the world's largest economies and political powers, are crucial to ensuring global political and economic stability.


    China's commitments are particularly important because the nation has the resources, institutions and human capital to solve pressing issues, she said.

    President Xi Jinping and United States President Joe Biden agreed on Monday to take concrete steps to put bilateral ties back on the track of stable development, as the two sides reached consensus on key issues such as climate change, trade, public health, agriculture and food security.


    The two leaders had a meeting of about three hours on the sidelines of the G20 Summit in Bali, their first sit-down since Biden took office in January 2021.


    Both nations pledged to enable their diplomatic teams to maintain strategic communications and frequent consultations as well as dialogue and coordination on macroeconomic policies, economy and trade, according to a summary of the meeting.


    They both highlighted the significance of people-to-people exchanges between China and the US, pledging to expand the exchanges in personnel in various areas.

    In his opening remarks, Xi highlighted the joint responsibility he and Biden had in anchoring the future direction of bilateral relations and placing ties on the right track.


    "I look forward to working with you, Mr President, to bring China-US relations back to the track of healthy and stable growth to the benefit of our two countries and the world as a whole," Xi said.


    He pointed out that the current state of China-US relations is not in the fundamental interests of the two countries and their people, and is not what the international community expects.


    China-US relations should not be a zero-sum game where one side outcompetes or thrives at the expense of the other, and the success of both nations should be seen as opportunities, instead of challenges, for each other, Xi said.


    The world is big enough to accommodate the respective development and common prosperity of both nations, he added.


    He called upon the two sides to put each other's domestic and foreign policies, as well as strategic intentions, in the right perspective, saying that bilateral interactions should be defined by dialogue and win-win cooperation, not confrontation and zero-sum competition.


    China has never sought to reshape the current international order, or to interfere in the internal affairs of the US, and China has no intention of challenging or displacing the US, Xi said.


    The two sides should respect each other, coexist in peace, pursue win-win cooperation, and work together to ensure that China-US relations move forward on the right course without losing direction or speed, or still less having a collision, Xi added.


    Xi gave a full account of the origin of the Taiwan question and China's principled position.


    He stressed that the Taiwan question is at the very core of China's core interests, the bedrock of the political foundation of China-US relations, and the first red line that must not be crossed in China-US relations. Resolving the Taiwan question is a matter for the Chinese people and China's internal affair.


    It is the common aspiration of the Chinese people and nation to realize 

    national reunification and safeguard territorial integrity, Xi said.


    Anyone who seeks to split Taiwan from China will be violating the fundamental interests of the Chinese nation, and the Chinese people will absolutely not let that happen, said the president.


    Beijing hopes to see, and has been all along committed to, peace and stability across the Taiwan Straits. However, cross-Straits peace and stability and "Taiwan independence" are as irreconcilable as water and fire, Xi said.


    The president expressed hope that Washington will match its words with action and abide by the one-China policy and the three joint communiques, and the US side will act on its assurances with real effect.


    Xi also explained to Biden China's whole-process people's democracy, saying that China has Chinese-style democracy just as the US has American-style democracy, and both fit their respective national conditions.


    He said the so-called "democracy versus authoritarianism" narrative is not the defining feature of today's world, and does not represent the trend of the times.


    The president highlighted the vital importance of the two nations to recognize and respect differences in their paths and systems if they are to get along.


    Neither side should try to remold the other in one's own image, or seek to change or even subvert the other's system, he said.


    Even though the two sides have different histories, cultures, social systems and development paths, such differences should not become an obstacle to growing bilateral relations, he said.


    The Chinese nation has the proud tradition of standing up for itself, and suppression and containment will only strengthen the will and boost the morale of the Chinese people, Xi said.


    He stressed that starting a trade or technology war, building walls and barriers, and pushing for decoupling and severing supply chains all run counter to the principles of a market economy and undermine international trade rules.


    Such attempts serve no one's interests, Xi said.


    He reiterated Beijing's opposition to politicizing and weaponizing economic and trade ties as well as exchanges in science and technology, saying that China and the US share more, not less, common interests under current circumstances.


    Xi underscored the need for both sides to promote post-COVID global recovery, tackle climate change and resolve regional issues through coordination and cooperation.


    On the Ukraine issue, Xi reiterated China's strong concern before laying out Beijing's position.


    Conflicts and wars produce no winner, and confrontation between major countries must be avoided, he said, adding that China has all along stood on the side of peace and will continue to encourage peace talks.


    Beijing supports and looks forward to a resumption of peace talks between Russia and Ukraine, and China hopes that the US, NATO and the European Union will conduct comprehensive dialogues with Russia, he said.


    In his remarks, Biden underscored the responsibility that he and Xi share to show that China and the US can manage differences, prevent competition from becoming near conflict, and find ways to work together on urgent, global issues that require mutual cooperation.


    The US side is committed to keeping the channels of communication open between the two presidents and at all levels of government to allow candid conversations on issues they disagree on, and to strengthen necessary cooperation and play a key role in addressing climate change, food security and other important global challenges, Biden added.


    He reaffirmed that a stable and prosperous China is good for the US and the world, adding that his nation respects China's system and does not seek to change it.


    He offered assurances that Washington does not seek a new Cold War or to revitalize alliances against China. The US does not support "Taiwan independence", does not support "two Chinas" or "one China, one Taiwan", and has no intention to have a conflict with China, he said.


    He added that the US side has no intention to seek decoupling from China, to halt China's economic development, or to contain China.


    Xi arrived in Bali on Monday afternoon to attend the 17th G20 Summit.


    He will leave for Bangkok on Thursday to attend the 29th APEC Econom

    ic Leaders' Meeting before making a visit to Thailand.

  • 英语新闻|Upcoming SE Asia visits fuel expectations on China's role

    President Xi Jinping's upcoming trip to Southeast Asia for multilateral summits and bilateral talks has fueled expectations that China will play more important roles in improving global governance and offering solutions to key issues including climate change and food and energy security.


    Xi will attend the 17th G20 Summit in Bali, Indonesia, from Monday to Thursday, before attending the 29th APEC Economic Leaders' Meeting in Bangkok and visiting Thailand from Thursday to Saturday, according to the Chinese Foreign Ministry.
    The trip will also include a host of bilateral meetings, including talks scheduled with French President Emmanuel Macron and US President Joe Biden.

    Xu Liping, director of the Center of Southeast Asian Studies of the Chinese Academy of Social Sciences, said one of the priorities during Xi's trip to Bali and Bangkok could be laying out China's solutions and Chinese wisdom regarding some of the most pressing global issues.

    "China has emerged as a stabilizing force for the global economic recovery, and the nation should offer more confidence to the world in the context of a potential economic crisis," he said.


    The trip will be monumental in China's diplomacy as it marks the first foreign visit by the nation's top leader since the 20th CPC National Congress, which mapped out the nation's development for the coming five years and beyond.


    "It will be an occasion for the Chinese leader to put forward new plans and propositions in the nation's diplomacy and, through positive engagement with leaders of other countries, advocate the building of a community with a shared future for mankind," he said.


    The presidents of China and the US will have their first sit-down since the beginning of the pandemic, and since Biden took office in January 2021.


    US National Security Advisor Jake Sullivan said at a press briefing on Thursday that Xi and Biden's meeting will be "an in-depth and substantive opportunity to better understand one another's priorities and intentions, to address differences and to identify areas where we can work together".


    Oriana Skylar Mastro, a research fellow at the Freeman Spogli Institute for International Studies at Stanford University, said the Biden administration would like to discuss issues like climate change and to create some basis for cooperation between China and the US.
    "The hope is that this will stop the downward spiral in relations," she said.


    Xu said the international community has high expectations for this meeting given the importance of Beijing and Washington managing their differences, jointly responding to global challenges and upholding global peace and stability.


    He added that communication between the two heads-of-state plays an important role in navigating and managing Sino-US ties.


    Talking about China's constructive role in the G20 and APEC, Xu said it is becoming increasingly prominent.


    One of the three priorities for this year's G20 Summit is digital transformation, an issue that was first proposed during the G20 Hangzhou Summit in 2016, he said.


    Spillover from the Ukraine crisis and the global food and energy crises points to the need for heightened solidarity among nations, and China has set an example in upholding open regionalism and multilateralism, as well as peace and win-win cooperation, Xu said.


    China and a host of G20 countries have devoted financial commitments of over $1.4 billion toward the establishment of a Pandemic Fund, which will offer financing to strengthen prevention, preparedness and response capabilities in low- and middle-income countries.


    Muhadi Sugiono, a research fellow on international relations at Gadjah Mada University in Indonesia, told Xinhua News Agency that he looks forward to China continuing to play its role as a responsible major country, promoting various nations in focusing on common interests at the G20 Summit, coming up with aid policies for developing countries and spurring global economic recovery.


    Xi's visit is also expected to give further impetus to China's ties with Indonesia and Thailand, including cooperation on the Belt and Road Initiative and the green economy.


    A test run of the Jakarta-Bandung High-Speed Railway, one of the landmark projects for the BRI, will be held during the G20 Summit, according to Indonesian authorities.


    Xu, from CASS, said there is immense potential for Beijing and Jakarta to bolster cooperation over infrastructure development and the green and digital economy.


    "There is also much room for the integration between the China-Laos Railway and China-Thailand railway to boost connectivity in the region," he said.
