一、五大核武国发布联合声明|Nations Say Nuclear War Unwinnable

Leaders of five nuclear-armed states reaffirmed on Monday none of their nuclear weapons are targeted at each other or any other state, emphasizing a nuclear war cannot be won and must never be fought. In a joint statement issued by China, France, Russia, Britain and the United States－the first of its kind－the leaders said they consider the avoidance of war between nuclear states and the reduction of strategic risk as their utmost responsibility.

二、“团圆”行动找回被拐儿童1万余名|10,000 Missing, Abducted Children Found in 2021

Chinese police helped a total of 10,932 missing or abducted children return home in 2021 via a nationwide special campaign, according to the Ministry of Public Security. The "Tuanyuan" campaign, meaning "reunion" in Chinese, brought home 2,538 victims who had been separated from their families for 20 to 30 years, as well as 1,812 victims for 30 to 40 years, 371 victims for 40 to 50 years, 190 victims for 50 to 60 years, and 110 victims for more than 60 years.

Ninety lawmakers in the Hong Kong Special Administrative Region were sworn into office at a ceremony on Monday. They took the oath of office in front of the national emblem for the first time in the Special Administrative Region's history. During the ceremony, the new members of the Legislative Council, who are the first lawmakers elected under the revamped electoral system, swore allegiance to the Hong Kong Special Administrative Region and its Basic Law.

President Xi Jinping has called for efforts to ensure the Beijing Winter Olympics and Paralympics are "a full success", saying that China has made a solemn commitment to the international community to host great Games.

Xi, who is also general secretary of the Communist Party of China Central Committee and chairman of the Central Military Commission, made the remark on Tuesday when inspecting the preparatory work for the Beijing Games, which will open on Feb 4.

Xi visited the National Speed Skating Oval, the Main Media Center, the athletes' village, the Games-time Operations Command Center and a winter sports training base in Beijing, learning about preparatory work as well as Chinese athletes' preparations for the Games. This was the fifth time he inspected preparations for the Games in the past five years.

During the inspection tour, Xi said that thanks to years of efforts, work on all fronts was mostly ready. "We are fully confident and able to present a brilliant, exceptional and excellent Olympic Games to the world."

He encouraged those involved in the preparatory work to firm up their confidence and boost their morale in the final phase of efforts to ensure streamlined, safe and splendid Games.

At the National Speed Skating Oval, the sleek long-track speed skating venue in Beijing, which is dubbed the "Ice Ribbon" due to the 22 light ribbons surrounding its exterior, Xi said its design and construction follow the concept of hosting "green, inclusive, open and corruption-free Olympics".

He called for increasing Chinese elements in operational management to make the venue an important window to showcase the charm of Chinese culture and to present the country's progress in ice and snow sports.

Xi praised the ice-making technology used at the venue, saying that it is low-carbon with zero emissions. Efforts should be made to promote technology transfers to enable it to be applied in broader fields and make contributions to advancing the country's green transformation in the socioeconomic sector, and carbon peak and neutrality, he added.

During his visit to the Main Media Center, which will be the media headquarters for registered print media and broadcasters worldwide, Xi said that epidemic prevention and control is a major test in hosting the Games.

Live audiences are restricted due to the pandemic, so media communications will become more important than at previous Olympic Games, he said, urging that the center is operated safely and smoothly while ensuring strict measures for disease prevention and control.

Xi also called on international and domestic media to tell the stories of athletes' competitions, China's preparations and hosting of the Games and Chinese people's hospitality so that they will present a full, multidimensional and panoramic view of the Beijing Games to the world.

While inspecting the Winter Olympic Village, which will provide more than 3,000 beds and business services to the athletes and officials traveling to the Olympics from around the world, Xi called for providing well-tailored services to the athletes, particularly by increasing the barrier-free facilities for those with disabilities, and building a "safe, pleasant and comfortable home" for them.

He also stressed the need to strictly follow closed-loop management in the village and to strengthen pandemic prevention and control measures.

In the village, Xi expressed his appreciation to volunteers and those providing services and support for the Games. He said that hosting the Games will boost the people's confidence in realizing national rejuvenation and help present the country's commitment to advancing the building of a community with a shared future for mankind as well as a bright, prosperous and open image of China.

At the Games-time Operations Command Center, Xi underlined the importance of strengthening unified command and coordination and called for efforts to improve contingency plans in responding to emergencies.

The final leg of Xi's inspection tour took him to an ice and snow sports training base with some high-tech training facilities such as a wind tunnel. While highlighting the role of technology in competitive sports, he encouraged the country's athletes to work hard for excellence at the Beijing Games.

"Only those who withstand the freezing cold can enjoy the fragrance of plum blossom," said Xi, quoting a poem to encourage the athletes to cherish the precious opportunity after years of preparations for sporting excellence.

The 2022 Winter Olympics will take place from Feb 4 to 20, followed by the Paralympic Winter Games from March 4 to 13.

President Xi Jinping ordered China's military on Tuesday to further strengthen its training and exercises this year in order to enhance its operational capabilities and combat preparedness.

Xi, who is also general secretary of the Communist Party of China Central Committee and chairman of the Central Military Commission, signed the commission's first order for 2022, which declared the start of the annual training sessions for the People's Liberation Army and the People's Armed Police Force.

Service members must closely observe and accurately understand the changing situations in national security and military rivalry, and must be focused on developments in science, technology, combat patterns and potential adversaries, according to the order.

The armed forces are required to integrate their training with frontline operations, strengthen joint operation exercises, improve troops' capabilities in using new technologies, and continue optimizing training methods. The goal is to ensure that the troops can always win wars, the order said.

All officers and soldiers should uphold the military's fighting spirit and conduct training in a vigorous, well-designed and safe manner to boost their command and combat capabilities, the order said. It asked service members to display high morale and outstanding training accomplishments to celebrate the upcoming 20th CPC National Congress, which is scheduled to be held in Beijing in the second half of this year.

This is the fifth consecutive year that Xi has issued a training order to the military as the year's first directive from the Central Military Commission.

The first such order was issued in January 2018, when Xi oversaw and addressed a massive training and commencement ceremony at a PLA Ground Force shooting range in northern China.

Xi has repeatedly stressed the importance of combat-readiness and joint operation training to the armed forces since he became commander in chief in late 2012.

Environmental protection has been made a priority for venues in the Zhangjiakou competition zone at the upcoming 2022 Beijing Winter Olympics.

The location of the National Ski Jumping Center was carefully selected to avoid the use of underground water for snowmaking, said Wang Jingxian, venue and infrastructure manager of the center in the Games co-host city of Zhangjiakou, Hebei province.

Now a popular content creator on Bilibili boasting 5.4 million followers, Zhang uploaded his first commentary video of the computer game, I Wanna Be the Magnanimity, in 2011 while studying in the United States. Later, he spent more than four months completing the game and released 18 related videos, which collectively received more than 180,000 clicks. He soon became popular on the platform.

"Most of our games are dubbed into English or Japanese, including some mobile games, but several years ago, I dubbed a Japanese video game named Ace Attorney and played every character's dialogue in Chinese," he recalls, adding that the video later spread to many countries and received great attention.

一、2022年将实施更大力度减税降费|China Will Scale Up Tax and Fee Cuts

China will scale up tax and fee cuts next year after reducing an estimated 1 trillion yuan worth of taxes and fees in 2021, the Ministry of Finance said.

财政部表示，2021年全年减税降费达1万亿元，而2022年将实施更大力度减税降费。

"We will implement tax and fee cuts at a greater intensity to vitalize market players," the ministry said in a statement on Monday, after concluding a meeting that mapped out priorities for fiscal authorities in 2022.

The ministry will step up policy support for hard-hit smaller businesses, grant rewards to demonstration areas utilizing inclusive finance, and support a new array of "little giants", or leading small and medium enterprises that specialize in niche sectors, according to the statement.

二、外资准入负面清单连年缩减|China Shortens Negative Lists for Foreign Investment

China on Monday unveiled two shortened negative lists for foreign investment, as part of efforts to further open up the economy and promote high-quality economic development. The two new negative lists will take effect on Jan 1, 2022.

为进一步扩大对外开放，推动经济高质量发展，中方12月27日发布两份缩减版外资准入负面清单，自2022年1月1日起施行。

This marks the fifth consecutive year that China revised its national negative list and pilot free trade zone (FTZ) negative list.

The number of items that are off-limits for foreign investors will be cut to 31 in the 2021 version of the national negative list, from 33 in the 2020 version, according to a statement jointly released by the National Development and Reform Commission and the Ministry of Commerce. The number of items on the pilot FTZ negative list will be reduced from 30 to 27.

According to the new lists, foreign ownership caps on passenger car manufacturing companies will be removed. All manufacturing sectors will be open to foreign investors in pilot FTZs. Foreign investors' access to the service sector in pilot FTZs will also be widened.

Red tourism became an increasingly popular choice for travelers in 2021, data from a recent report showed. The number of searches for "red tourism" on Mafengwo, a Chinese travel service and social-networking platform, increased by 176 percent this year from a year earlier, according to the report jointly published by Mafengwo and China Tourism Academy.
