这个单词读起来很好玩，意思也很常见，表示犹豫，踌躇，也就是很纠结 you take a long time to do something, especially to make a decision. 是个非正式的表达，同时带有一点贬义。

It's understandable that some should be shilly-shallying over what major of which university to apply for.

congenital可以用来形容先天的疾病或者用来形容一个人与生俱来的特性。A congenital medical condition or disease has affected someone since they were born; a congenital quality has always been part of your character and is unlikely to change.
