At the latest summit in Vilnius, Lithuania, NATO leaders faced the critical issue of whether and when to admit Ukraine into the organization. While some NATO members, for example the Baltic states, vehemently backed Ukraine's NATO bid, the U.S. and a few others decided that Ukraine is not ready. Their final joint communique stopped short of handing Kyiv an invitation or a clear timeframe for accession. Ukrainian President Volodymyr Zelensky called the decision "unprecedented and absurd."
