    Furious British gamers and lawmakers are training their sights on "scalpers" who are buying up coveted PS5 and Xbox consoles and selling them online at vastly inflated prices.

    For the first time in its history, this year the British Town Crier Championships are to be held in perfect silence, with the country’s traditional news-bearers to be judged on the quality of their written cries alone.

    On Saturday, the UK publication The Sun published a story claiming that Prince William is the "world’s sexiest bald man" based on a survey conducted by Longevita, a cosmetics surgery company that provides hair transplants.

    The Sun reported that the survey results were determined by analyzing "blogs, reports, and pages found in Google searches" with the word "sexy."

    每日英語跟讀 Ep.K112: New Taipei City to strictly ban e-cigarettes

     

    The New Taipei City Council passed the draft New Taipei City self-government ordinance for e-cigarettes and heated tobacco devices on its third reading on April 29. In addition to stipulating that people under the age of 18 are not allowed to smoke or possess e-cigarettes and heated smoking devices, the ordinance also prohibits the manufacture and sale of e-cigarettes in New Taipei City. This means in effect that e-cigarettes will not be allowed in New Taipei City in future. Offenders will be fined from NT$10,000 up to NT$100,000 and may be fined consecutively per violation or ordered to suspend their business or manufacture.

    新北市議會四月二十九日三讀通過「新北市電子煙及加熱式菸具管理自治條例」,除了規範未滿十八歲者不得吸菸或持有電子煙及加熱式菸具,也禁止在新北市製造及販賣,形同未來在新北市內不得出現電子煙;一旦違反,將處一萬元以上、十萬元以下罰鍰,並得按次處罰或勒令停業、停工。

    Chen Ran-chou, Commissioner of New Taipei City Government’s Department of Health, said that according to a survey conducted by the Ministry of Health and Welfare’s National Health Agency, the number of young people smoking e-cigarettes has increased. However, the Tobacco Hazards Prevention Act only regulates the prohibition of tobacco imports and sales, and there is no law applicable to those who bring in e-cigarettes from abroad for their own use and possession. In addition, the penalty for illegally selling e-cigarettes is only a fine of NT$1,000 to NT$3,000. Moreover, the penalties apply only to cigarette-shaped devices — but electronic cigarettes come in various shapes and forms, so that businesses that sell non-cigarette-shaped e-cigarettes tend to win their appeals after being fined.

    衛生局長陳潤秋表示,依據衛福部國民健康署調查,青少年吸電子煙比率增加,但「菸害防制法」僅規範不可以輸入、販賣,對自行從國外帶進來吸食、持有的,無法可管,且對違規販售電子煙也僅能開罰一千元到三千元;此外,開罰對象也限具菸品形狀,但電子煙的形狀五花八門,以致販售不具菸品形狀電子煙的業者被罰後,常能訴願成功。

    Now that the New Taipei City self-government ordinance for e-cigarettes and heated tobacco devices has been passed, it will be processed by the Executive Yuan for approval. After approval, the ordinance will be promulgated and go into force in three months, making New Taipei City the seventh city or county to have such an ordinance regulating e-cigarettes, following Hsinchu City, Taichung, Chiayi County, Yilan County, Kaohsiung and Taoyuan, but New Taipei City’s regulations are by far the strictest.

    For insight into these head-spinning times in Saudi Arabia, where the ultraconservative social and religious codes that micromanage daily life seem to spring a new leak every month — women driving! movie theaters! Usher and Akon rapping to sold-out crowds! — it sometimes pays to read the Google Maps reviews of specialty coffee shops.

    “I visited this place and was in a total shock!” Tarak Alhamood, a customer at Nabt Fenjan, a Riyadh coffee shop, raged online recently. “YOU r VIOLATING the rules of this country. I hope this place get closed permanently.”

    The issue was the decision that made Nabt Fenjan a daring outpost of the new Riyadh: Originally opened only for women, the coffee shop began allowing male and female customers to mix in late 2018.

    Lithuania is pioneering a scheme to allow city-dwellers who do not own the roof over their apartment blocks to buy solar panels located in special rural parks for their cheaper energy needs.

    "You invest upfront, but then for the next 20-25 years you save on electricity costs," said Vytautas Plunksnis, who bought a 1.5 kw panel located at one solar park.

    The park is situated next to an old decommissioned gas power plant which was blanketed in snow this week.

    Stefan Thomas, a programmer living in San Francisco, has two guesses left to figure out a password that is worth about $220 million.

    The password will let him unlock a small hard drive which contains the private keys to a digital wallet that holds 7,002 Bitcoin.

    Beyond Meat and Impossible Foods, scrappy startups that share a penchant for superlatives and a commitment to protecting the environment, have dominated the relatively new market for vegetarian food that looks and tastes like meat.

    But with plant-based burgers, sausages and chicken increasingly popular and available in fast-food restaurants and grocery stores across the United States, a new group of companies has started making meatless meat: the food conglomerates and meat producers that Beyond Meat and Impossible Foods originally set out to disrupt.

    “There is a growing demand out there,” said John Pauley, the chief commercial officer for Smithfield, one of the largest pork producers in the country. “We’d be foolish not to pay attention.”

    In response, a British auction house is selling a beautiful island in Scotland for £80,000 (about NT$3.15 million), which comes with a beautiful castle.

    根據CNN報導,這座位在蘇格蘭高地的小島占地11英畝,美麗又幽靜的湖泊環繞四周,且由於此處地處偏遠,可以享受「免受病毒侵擾」的優閒生活。

    According to CNN, this small island in the Scottish Highlands covers 11 acres is surrounded by beautiful and tranquil lochs.

    Also, you can enjoy living on the island with zero chance of intrusion due to the remote location.

    刊登此座島嶼競標資訊的英國拍賣公司「Future Property」表示,這座島嶼長達五百年無人居住,且一直以來都是由同一家族所擁有。

    Future Property, the British auction house that published the island’s bid information, said the island had been uninhabited for 500 years and had always been owned by the same family.

    疫情已肆虐超過一年,讓許多國家醫療體系負荷不了,外國媒體開始分析為何如同台灣,也是個島國的英國,未能成功將疫情壓下。

    As the virus continues to wreak havoc in its second year around the sun, foreign media reflect on precisely what Britain, an island just like Taiwan, did wrong in its virus-prevention response.

    英國媒體《衛報》點出兩國的相似處,包括台灣和英國皆為由民主政府统治,都是島嶼國家,都有大量人口生活在擁擠的城市裡,也都有方便、健全的醫療體系。

    According to an article published in The Guardian, the authors first listed various similarities between both countries, including both being ruled by a democratic government, both are islands, both have large populations living in crowded cities with medical care that is accessible.

    文章指出,台灣之所以能夠較順利地躲過疫情主要是基於政府的作法。

    The article pointed out that Taiwan’s main reason to ride out the pandemic relatively unscathed is primarily rooted in the approach the government took.

    文章在比較兩國的對應作法時點出,英國這次錯在以流感方式看待這次的疫情,著重於限制它的蔓延而非將其消滅。

    In comparing both countries’ government responses, the article states that Britain made the disastrous decision to treat the pandemic like the flu and limit its spread instead of stamping it out.

    另一方面,台灣記取2003年SARS的教訓,立即關閉邊境,有效的減少病例數量。

    On the other hand, Taiwan built on its past experience dealing with the 2003 SARS outbreak, and border control was immediately in place, effectively limiting the number of cases.

    文章也引用愛丁堡疫情研究專家Jay Patel的言論,表示英國專注在如何防止病例數超過健保的負荷量,而台灣則是專注在徹底消除病毒。

    The article quoted Jay Patel, a Covid-19 researcher at Edinburgh, who stated that Britain mainly focused on “preventing the number of cases to exceed what the healthcare capacity could handle,” while Taiwan was focused on “eliminating” the virus entirely.

    台灣政府快速的意識到疫情的嚴重性至今仍被許多人讚賞,而衛報也點出即使台灣沒辦法加入世界衛生組織,卻在疫情剛爆發時殷勤的警告各國疫情有可能有人傳人的傳播途徑。

    The Taiwanese government’s quick realization of the seriousness of the COVID-19 threat was lauded by many. Though the country was barred from the WHO, the Guardian notes that Taiwan did try to raise the alarm internationally about the possibility of fast transmission between humans.     The delivery of restaurant orders and other goods has become a bigger part of daily life across the nation since the pandemic forced millions of people indoors. And in New York City the delivery workers have become a lifeline for people working from home and for vulnerable residents who have been warned against going outside.

    自從新冠肺炎疫情迫使數以百萬計的人待在室內後,餐點等商品的外送服務在全美人民的日常生活中,分量變得更重了。而在紐約,對於在家工作者和被警告別外出的高風險居民而言,快遞員更成了他們的救生索。

    On any given day thousands of men, and a growing number of women, can be seen crisscrossing city arteries, transporting takeout, groceries and medicine in plastic bags on top of their well-worn bikes.

    For years, Asian Americans were among the least likely of any racial or ethnic group to vote or to join community or advocacy groups. Today they are surging into public life, running for office in record numbers and turning out to vote unlike ever before. They are now the fastest-growing group in the U.S. electorate.

    亞裔美國人多年來都是最不可能投票、參與社區活動和倡議團體的種族和族群之一。如今他們大舉參與公眾生活,參選公職者多到破紀錄,投票之踴躍前所未見。他們而今是美國成長最快的選民群體。

    But as a political force, Asian Americans are still taking shape. With a relatively short history of voting, they differ from demographic groups whose families have built party loyalties and voting tendencies over generations.

    不過,亞裔美國人這股勢力還不夠壯大。他們投票歷史較短,跟歷經許多世代逐漸形成政黨忠誠度和投票傾向的其他人口群體不同。

    “These are your classic swing voters,” said Karthick Ramakrishnan, director of AAPI Data.

    Historical data on Asian American voting patterns is spotty. Analyses of exit polls show that a majority voted for George Bush in 1992, Ramakrishnan said. Today, a majority of Asians vote for Democrats, but that masks deep differences by subgroup.

    As relatively new voters, many Asian Americans find themselves uniquely interested in both major parties, drawn to Democrats for their stances on guns and health care and to Republicans for their support for small business and emphasis on self-reliance. But they do not fit into neat categories.

    Former President Donald Trump’s repeated reference to the “China virus” repelled many Chinese American voters, and the Democrats’ support for affirmative action policies in schools has drawn strong opposition from some Asian groups. Even the violence and slurs against Asians, which began spiking after the coronavirus began to spread last spring, have pushed people in different directions politically. Some blame Trump and his followers. Others see Republicans as supporters of the police and law and order.

    More Asian Americans are running for office than ever before. At least 158 Asian Americans ran for state legislatures in 2020, according to AAPI Data, up by 15% from 2018.

    Asian Americans lean toward Democrats — all the more so among the American-born. But there are things pushing Asians away from the Democrats as well.

    Despite recent increases in political representation, some Asian American communities still feel invisible, and some members argue that could lead to a rightward turn.
