Ep.832: Violence in India Threatens Its Global Ambitions

Until recently, Prime Minister Narendra Modi’s campaign to portray India as a rising power seemed to be ticking along despite troubles at home.

Much of the world remained quiet, or cautious, in recent months as India began locking up hundreds of opposition politicians and activists without charge across the country. Business executives say they are too afraid to speak out about shortcomings in the government’s economic strategy. The press complains of government intimidation.

Still, there was President Donald Trump last month, embracing Modi in New Delhi, where streets were dotted with posters declaring the “world’s oldest democracy meets the world’s largest democracy.”

But as the leaders celebrated each other in India’s capital, Hindu mobs began going after Muslim protesters in neighborhoods just a few miles away while the police looked on or joined in.

Freedom House, a nonpartisan democracy advocacy organization, flagged India as a major concern.

“The Indian government has taken its Hindu nationalist agenda to a new level with a succession of policies,” the group said, “threatening the democratic future of a country long seen as a potential bulwark of freedom in Asia and the world.”

In a rare move, the United Nations High Commissioner for Human Rights filed a petition in India’s Supreme Court to challenge a citizenship law that critics say discriminates against Muslims. Some of India’s closest partners have begun criticizing its treatment of Muslims and migrants, with condemnations coming in from Iran, the United States, Bangladesh and elsewhere.

“If India loses that secular, democratic identity, then it loses what makes it different than other countries in Asia. We are all watching the riots in Delhi and worry they are going down a dangerous road that makes it harder for us to be a strong advocate for India,” said Rep. Ami Bera, a California Democrat who is the longest-serving Indian American in Congress.

One area where international officials believe that India may be particularly hurting itself is in its campaign to be granted a permanent seat at the U.N. Security Council along with other nuclear powers. Speaking on condition of anonymity, several diplomats, including some from countries that have publicly pushed for an Indian seat on the Security Council, say that their governments are now reluctant to push the issue after India’s domestic unrest has laid bare the effects of Hindu nationalism there.

At first glance, aquarium staff here in Shirahama, Wakayama Prefecture, appeared to be engaged in a bizarre cosplay act involving an emperor penguin chick.

But the employees, wearing penguin costumes, were actually on a scientific mission.

As the Adventure World aquarium has learned, emperor penguin chicks raised by undisguised humans do not mate after being reunited with their real parents.

So they hoped the chick would be duped into thinking that it was being raised by penguins, not humans, and would later breed.

Adventure World hatched the first emperor penguin chick in Japan in 2004. And since 2012, the aquarium has been making efforts to return chicks to their parents after they grow to some extent.

Ep.830: UK ‘plague village’ offers lesson for a country under lockdown

In the 17th century, residents in the remote English village of Eyam quarantined themselves to prevent the spread of bubonic plague. Many paid with their lives. Now their descendants and locals are outraged that a steady stream of visitors has ignored government warnings to stay at home to tackle the coronavirus outbreak. Last weekend, walkers were out in force in the spring sunshine in the Peak District National Park, and traipsed through the village, which is home to about 1,000 people.

Local councilor Claire Raw said residents, a significant proportion of them elderly, were angry and urged people to leave. “We need to protect our residential areas that do have higher-than-average proportions of older people,” she told AFP. “We all need to behave responsibly.”

Because of the pandemic, which has so far claimed 465 lives across Britain, the museum that tells the story of the “plague village” has decided not to re-open after the winter break. Normally, it receives about 30,000 visitors each year. But more than half of its volunteers are aged over 70 — one of the most at-risk groups for the virus.

In 1665, the bubonic plague arrived in the Derbyshire village of Eyam from London, nearly 250km further south, carried by fleas in fabrics ordered by a tailor. As dozens died, the rector of Eyam church, William Mompesson, with the help of his predecessor Thomas Stanley, convinced parishioners the only way to fight it was to shut off the village completely.

Neighboring communities helped out, leaving food on the edge of the village. Vinegar — the only known disinfectant at the time — was used to keep germs at bay. The current vicar of St Lawrence’s church, Reverend Mike Gilbert, is currently in self-isolation because his wife has shown symptoms of COVID-19.

During the plague, worshippers gathered outside to pray, keeping their distance from one another. Now, the church is closed and services have moved online, while Gilbert has been posting videos on Facebook and speaking to parishioners via videoconferencing. What happened in the past — centuries before modern medicine and science — was driving the current response locally, he said. “It does inspire others because we know that even though the death toll was terrible, most people did survive,” he explained.

“All the things that they had decided to do were very efficient,” said Francine Clifford, a village historian. “It was successful. But they paid the price.” In 14 months, 260 villagers died of plague — perhaps at least one-third of the population, which was estimated at between 350 and 800. But by November 1666, the disease had disappeared and containment prevented it from spreading further north.

Joan Plant, 73, is descended from one of the 83 families that survived the plague. It was astonishing that history was repeating itself, she said. But as the government in London imposes a three-week lockdown, with non-essential shops and services shut, and restrictions on crowds, people should look to the past for inspiration. “I think the lesson at this moment is to remember that they isolated themselves. Nobody went out. Nobody came in,” she said.

Current restrictions could be in place for weeks, if not months. Plant said people should be aware that it is for the greater good. “I know a lot of people died [in Eyam] and that’s really tragic and sad. But actually, it saved the communities around,” she added. “It didn’t go any further north in the country. One small village in the north of Derbyshire, 350 years ago, made a difference to everybody else so that it didn’t spread. I think that’s the lesson we need to learn. The technique worked 350 years ago. If we take on board what we’re up to do and do as we’re told, then it will work again in 2020.”

Ep.829: Are African Artifacts Safer in Europe?

Is Africa’s cultural heritage better off in Europe or in Africa?

That is the question at the heart of a yearslong debate that has gripped museums in Europe, where many officials say they support the idea of repatriating artifacts, but worry that African museums cannot compare to state-of-the-art facilities in Britain, France or Germany.

That debate has been given new life in recent months after an investigation by the Süddeutsche Zeitung newspaper found that many of the artifacts that will be on display in the Humboldt Forum, a huge new museum under construction in a rebuilt Berlin palace, had for years been stored in less-than-ideal conditions. The report featured searing depictions of flooded storage rooms and depots choked with toxic dust.

The Humboldt Forum will bring together the collections of several existing museums in the city under one roof, but reports in German news media have focused on the storage facilities of the Ethnological Museum of Berlin, which will be the Forum’s largest single contributor.

Officials at the museum, which closed to the public in 2017 to prepare for the move to its new home, have responded with what observers call an unusual degree of openness.

They have denied some of the reports, in particular the claim of flooded storerooms, but said their depots were beset with problems common to museums across Germany. Those included outdated facilities, a lack of staff members, and a sense of disarray that dates to moments of crisis in German history.

Despite all that, they steadfastly rejected that those conditions might call into question their stewardship of the artifacts, many of which were collected during the era of European imperialism.

Sindika Dokolo, a Congolese art collector who runs a foundation that has organized the return of artifacts to Congo and Angola, said it was true that “a whole generation” of museum professionals, like curators and conservationists, needed to be trained “in most of the African countries.” But while that new generation was being trained, he said, it is European museums’ responsibility to make sure African audiences had access to the artifacts in their possession.

It is up to them to create the conditions that would let African artifacts "play their role where they need to be right now, in Africa," he added.

Welcome to 15mins.today the home of English Shadowing. I'm your host Gavin and this is InTense Episode 43. Well guys, we're on Episode 43, and we are busy with nouns.

We're going to be looking at the third kind of noun, so far we've looked at common nouns which are the most common, we've looked at proper nouns, easy to spot as they're capitalized meaning the first letter is a big letter, and now thirdly we will look at compound nouns, which sounds terrible. What it is, is basically when you have two words that make up one noun, now there are three ways it can be done, one it could be 2 separate words, it can be hyphenated meaning a little dash in between like a minus in between the two words, or two words could make one.

So, for example if you look at the word “time capsule” 2 words, but they make one thing, that is a compound noun. If you look at a hyphenated words, they have a little dash “great-uncle” ok, “great dash uncle.” There you go and the last one “basketball” so “basket and ball” makes basketball. So again, as previously we're just going to do the examples and I will underline them for you when I do the transcript. Ok, so go look at the transcript if you are unsure of which word the compound noun is. So, let's get going with our examples.

Ep.828: Globalization confronts a doomsday virus prediction

For the prognosticators on the US National Intelligence Council who sat down in 2004 to consider what the world might look like in 2020, the answer hinged heavily on one big question: What did the future of globalization look like?
    Their answer: Not great.

By 2020, they predicted, globalization would face a political backlash in a world increasingly plagued by identity politics. Yet if anything was going to really derail economic integration, it would likely be the mass spread of a virulent new disease.

“Short of a major global conflict, which we regard as improbable, another large-scale development that we believe could stop globalization would be a pandemic,” the council warned in a report laying out the findings of its “Project 2020.” A death toll in the millions and a virus that “put a halt to global travel and trade during an extended period” would certainly leave globalization “endangered.” Nearly three months into 2020 and it’s not hard to make the case for why that rings true.

There is an alternative view that holds globalization may actually be a lot more resilient today than it seemed in 2004, in the halcyon days before smartphones had taken over our lives.

But what would it take in the months ahead to get to Doomsday for globalization? It all hinges on the reaction from policy makers to the coronavirus crisis. So here are three things to watch for. If these happen, we should be ready for the shape-shifting in globalization we’ve seen in recent years to morph into a deep freeze.

    1. New barriers to exports
White House trade hawk Peter Navarro, in a recent Financial Times interview, criticized the export controls some countries have placed on medicines and medical supplies like face masks. His motivation may be pure. But Navarro tends to like anything that makes his argument for a shift away from globalization. Navarro has said he wants to repatriate supply chains for national security reasons and advocated stricter controls on tech exports to China. What if he convinced US President Donald Trump to ban exports of not just face masks or medicines but shipments of an eventual vaccine? And other countries followed suit? What if the controls shifted to food stockpiles?

    2. New import restrictions
Chinese trade data for January and February pointed to the damage so far from China’s industrial shutdown last month. Exports were down 17.2 percent in dollar terms. But what if the US and other countries started limiting imports of goods coming by air and sea not just from China but from South Korea, Italy and other affected countries? And those countries retaliated and did the same?

    3. A collapse in global governance
The emergence of a battle between Saudi Arabia and Russia over oil production early this month caused crude prices to tumble dramatically. What if such discord spills to the G-7 or the G-20? What happens if, driven by fear of a virus, global economic policy makers can’t get on the same page? Or, worse, actively start working against each other in an area like, say, currencies?
Robert Hutchings, the former diplomat and Princeton academic who led the National Intelligence Council as it prepared its 2004 report, said in a recent email exchange that the point they were trying to make was “that globalization is a ubiquitous force that carries with it bad consequences as well as good.” Ominously, he added: “We particularly wanted to argue that globalization is not irreversible.”

Ep.827: About gender issues - 1 in 4 men think it’s OK to make sexual jokes at work, study finds

More than one in four men (28%) around the world think it’s acceptable to crack sexual jokes at work, a global survey, released ahead of International Women’s Day on March 8, has found.

In a survey of over 20,000 people in 27 countries, researchers from King’s College London said they found "significant differences" in what men and women perceived to be acceptable workplace behavior.

A key finding was that more than one in eight men (13%) think it is acceptable to display material of a sexual nature at work, compared with just 7% of women, the poll, carried out by Ipsos MORI and The Global institute for Women’s Leadership found.

Some 16% of women thought it was acceptable to tell jokes or stories of a sexual nature at work, the study said.

Stand in line, women: no ’potty parity’ in Hong Kong

Hong Kong said it had failed to meet its own pledge of "potty parity", a policy aimed at ending an imbalance witnessed the world over: the long queue for the women’s loo.

Long lines routinely form outside female bathrooms while men nip in and out, igniting debates over gender equality, inclusive urban planning and the impact on work and health.

An official audit released on Wednesday found that Hong Kong authorities had failed to meet their own guidelines, in place since 2004, to provide two female toilets for every one for men.

More than half the city’s public toilet sites failed to meet the ratio, the Audit Commission said in its latest report. The Food and Environmental Hygiene Department, which oversees the facilities, said it would build more toilets.
