As development is getting increasingly marginalized on the international agenda amid the COVID-19 pandemic and regional conflicts, the China-proposed Global Development Initiative has rekindled hope among countries around the world about achieving the United Nations' Sustainable Development Goals, according to diplomats and leaders of international organizations.

President Xi Jinping, who proposed the initiative at the UN in September, will chair the High-level Dialogue on Global Development on Friday. He will be joined by leaders of emerging markets and developing countries in a discussion of global development to reinvigorate international cooperation on development.

国家主席习近平于2021年9月在联合国首次提出全球发展倡议，并将于2022年6月24日主持全球发展高层对话会。他将与有关新兴市场国家及发展中国家领导人一起讨论全球发展问题，以重振发展方面的国际合作。

The initiative is "a promising response to the call for this decade of action" to promote the achievement of the Sustainable Development Goals, Siddharth Chatterjee, the UN Resident Coordinator in China, said on Monday at an event in Beijing on the launch of the Global Development Report.

Chatterjee said that the world today faces the profound, growing and interconnected challenges of a persisting pandemic, the climate crisis, conflicts, a fragile and uneven economic recovery, growing inflation, poverty and hunger, and rising inequality within and between countries. "China's responsible leadership at thiscritical time is welcome," he added.

The Global Development Initiative is an initiative to support the development of developing countries, promote global economic recovery in the post-pandemic era and strengthen international development cooperation.

The report, issued by the Center for International Knowledge on Development in Beijing, reviews progress on the implementation of the UN 2030 Agenda for Sustainable Development and existing challenges, and lays out policy recommendations for the implementation of the 2030 Agenda.

由中国国际发展知识中心发布的《全球发展报告》中，回顾了联合国2020年可持续发展议程的实施进展和存在的挑战，并为落实2030年议程提出了政策建议。

Addressing Monday's event via video link, State Councilor and Foreign Minister Wang Yi said that the initiative, which aims to expedite the implementation of the 2030 Agenda and promotes stronger, greener and healthier global development, has been "warmly received and strongly supported by more than 100 countries".

国务委员兼外交部长王毅于6月20日在北京以视频方式出席《全球发展报告》发布会并表示，全球发展倡议旨在推动加快落实2030年可持续发展议程，致力实现更加强劲、绿色、健康的全球发展，得到了国际社会的积极响应，迄今已有100多国表示支持。

"The GDI is a rallying call to galvanize greater attention on development and bring it back to the center of the international agenda," Wang said. "It offers a 'fast track' to promote development, as well as an effective platform for all parties to coordinate development policies and deepen practical cooperation."

王毅指出：“全球发展协议吹响了聚焦发展的‘集结号’，铺设了促进发展的‘快车道’，提供了落实2030年议程的‘加速器’，为汇聚各方资源、破解发展难题、促进协同增效注入强劲动力。”

Noting that China is a consistent advocate of global development cooperation, Wang said: "We will stay committed to true multilateralism and an open and inclusive spirit of partnership, and actively share development expertise and experience. We are ready to work with all parties to implement the GDI, step up efforts to advance the 2030 Agenda, and build a global community of development."

Hassane Rabehi, the Algerian ambassador to China, said that the initiative is a real expression of China's full commitment to multilateralism and a demonstration of its active and leading role in international development cooperation, as well as a general call by developing countries for common development.

阿尔及利亚驻华大使哈桑纳·拉贝希指出，该倡议真实体现了中国对多边主义的坚定承诺，体现了中国在国际发展合作中的积极领导作用，也是发展中国家共同发展的普遍呼声。

"The GDI is China's proposal for solving the problems and challenges facing humanity. It emphasizes peace and development, reduces the gap in terms of development between the North and the South, gives concrete content to the concept of human rights and promotes people's well-being," Rabehi said.

Noting that the timing of the initiative is very crucial, Egyptian Ambassador to China Mohamed Elbadri said that he firmly believes the GDI will "strongly contribute to our joint effort in achieving the Sustainable Development Goals, and presents an excellent, inclusive, transparent platform to share best practices and relevant experiences" for the purposes of achieving the goals.

A graduate from Nanjing University caught the attention of Chinese social media with his touching "acknowledgement" to his thesis in which he reflected on his challenging road to success.

近日，南京大学一份毕业论文致谢引发网友关注。作者陈时鑫在这份致谢中回忆了多年艰辛的求学路，其中的真情实感令人动容。

Chen Shixin graduated from the School of Electronic Science and Engineering at Nanjing University this year, and received a full-award direct degree offer from the Department of Computer Science at the Chinese University of Hong Kong earlier last year. He will pursue further studies in the field of chip automation design after joining CUHK this August. 

陈时鑫是南京大学电子科学与工程学院的一名大四毕业生，去年，他收到了香港中文大学计算机系全奖直博录取通知书。今年8月入学后，他将在芯片自动化设计领域深造。

Chen was born in a small village in Mianning county, in Liangshan Yi autonomous prefecture, Sichuan province in 1999. When he was young, he often helped the family with farm work while his dad was away. After enrolling in junior high, he slept at home in order to save money, and rode a bike more than ten kilometers to and from school every day. This was particularly hard during winters when his hands and feet cracked and bled from the cold.

陈时鑫1999年出生于四川凉山州冕宁县的一个小村。小时候，他的父亲去打工，母亲在家经营着田地，他时常帮家里做农活。后来，他去县里念初中。为了节约生活费，他选择食宿在家，一天骑行总共十几公里。冬天早晨，朔风扑面如刀割，鞋子比较单薄，他脚上受冻长了冻疮，手裂开甚至出血。

Later, Chen was admitted to a key high school in Chengdu with excellent grades. There, he continued living frugally, buying the cheapest set meal in the school canteen, forgoing tasty snacks and fancy drinks. He picked up the tutorial books discarded by his seniors, and studied every one of them carefully. Not surprisingly, he was ranked first in his grade many times.

后来，陈时鑫以优异的成绩考入成都一所重点高中。成都的消费远比家乡高，他到食堂常常打最便宜的套餐，从不买零食饮料。他捡来毕业学长丢弃的辅导书，每一本都认真做完，一点点突破，一点点进步，他多次考取年级第一名。

Chen Shixin entered Nanjing University in 2018, majoring in integrated circuit design and integrated systems. During his four years at university, he has won many scholarships and certificates. With part-time jobs and scholarships, he has been able to pay for his tuition and living expenses.

2018年，陈时鑫顺利考入南京大学，并选择了心仪的集成电路设计与集成系统专业。大学四年期间，他多次获得各类奖学金及证书，靠着勤工俭学和奖学金，他支付了自己的学费和生活费。

When he was at university, Chen Shixin was an active volunteer. He and his classmates gave lectures and guidance to rural students in mountainous areas. Every time he returned to his hometown, he volunteered to tutor children from the village, and helped many of them get into secondary schools.

在大学时，陈时鑫积极参与志愿活动，特别是“一个村小”助学志愿平台。他和同学们利用这个平台，为大凉山等地乡村学子宣讲学习经验、指导志愿填报。回乡期间，他还义务辅导同村孩子，帮助其中不少孩子考上中学。

"Others helped me plant the seeds of kindness in my heart. When I have the ability, I will also help others and pass on this love." Chen Shixin said that when he succeeds in his studies in the future, he will redouble his efforts to give back to hometown.

Xi Jinping, general secretary of the Communist Party of China Central Committee, has pledged to continue with a zero-tolerance attitude toward corruption, while reiterating the need to create deterrents, strengthen the institutional constraints and build up moral defenses among officials.

He made the remarks on Friday while addressing a group study session of the Political Bureau of the CPC Central Committee－the Party's core leadership－on improving anti-corruption capability.

The fight against corruption is the most important political issue that concerns the people's trust and support, and it is a battle that the CPC cannot afford to lose and should never lose, he said.

He underlined the significance of improving the institution and system that restricts power and officials, saying that the nation must come up with more regularized and long-term solutions to prevent and tackle corruption.

He summarized valuable experiences from the fight, including zero-tolerance for corruption, improved institutional constraints, and the expansion of supervision over every Party member and everyone in public office.

The CPC has been engaged in its most forceful anti-graft campaign since its 18th National Congress in November 2012, when Xi was elected general secretary of the CPC Central Committee.

According to the website of the Central Commission for Discipline Inspection, anti-graft bodies nationwide investigated over 4 million cases between November 2012 and October 2021, in which 4.37 million officials, including 484 senior officials, were held accountable for their wrongdoing.

Xi said the Party, through its unprecedented fight against corruption, has won the historic initiative to maintain its close ties with the people and win their support.

He compared the anti-graft fight to a fight against pathogens that could weaken the Party's advanced nature and damage its purity, saying the fight is extremely complex and difficult, and that the Party cannot afford to make any compromise.

He warned the Party that the stubborn nature and the harm of corruption cannot be underestimated, and that the anti-graft fight must be seen through.

The centralized and unified leadership of the CPC Central Committee must be strengthened, and the Party's political, organizational and institutional strength should be carried forward, he said.

He underlined the need to gradually phase out recurring problems and prevent new problems from spreading, saying that the Party must take firm action to remove both high- and low-ranking corrupt officials and hunt down those who fled overseas.

It is important to focus on key areas and sectors, resolutely investigate corruption that spreads through sectors or systemic corruption and effectively prevent and defuse risks that are associated with corrupt behavior, he said.

Xi said more work must be done to reduce chances for officials to engage in corruption, including steps to focus on departments that are responsible for policymaking, approval, supervision and law enforcement and clarify their duties and work procedures.

It is imperative to strengthen the restriction of powers and prevent improper administrative intervention over micro economic activities, he said.

The Party and the nation must move forward with the reform in its supervisory mechanism, promote the integration of various supervisory forces and exercise more wide-ranging and effective oversight to prevent the abuse of power, he said.

Xi urged senior officials to exercise strict discipline over themselves, their family members, relatives and staff workers, saying that the more high-ranking and more powerful they are, the more self-disciplined they must be.

Ma Liang, a professor of public administration at Renmin University of China, said Xi has signaled that the Party will seek to institutionalize its anti-graft campaign over the past decade and that the anti-graft efforts will remain unrelenting.

Wang Feng, an associate professor at the School of Marxism of Beijing Normal University, said excising strict governance over the Party has been one of the most distinctive features of Xi's governance over the past decade.

"In drawing on experience from the past decade, the Party can come up with a fundamental solution to corruption by further refining its institution for restricting power and officials," he said.

A young woman in Zhengzhou, Henan province has recently been hospitalized after taking a photo with a flower in her mouth. She was poisoned by getting up close and personal with an oleander flower, which produces a cream-colored liquid toxin.

Oleanders have a long blossom period, which usually lasts from May through October. With a variety of blossom colors, oleanders are favored by many people.

The leaf, rind, root and pollen of oleanders are all toxic, and will cause symptoms like loss of appetite, nausea, diarrhea, cardiac discomfort and even lead to death.

三部门启动实施制造业技能根基工程|China to cultivate skilled manufacturing personnel

China will speed up the cultivation of skilled personnel urgently needed to promote the high-quality development of the country's manufacturing industry, according to a government plan. From 2022 to 2025, China will establish national training bases for highly skilled personnel, as well as promote technology and upgrading in the manufacturing sector. The plan was issued on Monday by three government bodies, including the Ministry of Human Resources and Social Security. 

人力资源和社会保障部等三部门6月13日联合发布《制造业技能根基工程实施方案》，指导各地加快培养制造业高质量发展急需的高素质技能人才。方案提出，2022年至2025年，建立国家技能根基工程培训基地，促进制造业技术迭代和质量升级。

The country will also increase government subsidies for the training of personnel that are urgently needed and improve the incentive mechanism for those talents.

China will likely post positive economic growth in the second quarter of the year and growth is projected to pick up in June with the gradual resumption of work and production, according to economists and analysts.

Minors will not be permitted to get tattooed even if they have parental consent, the Ministry of Civil Affairs said on Friday. As minors are persons with little or no civil capacity, getting a tattoo is beyond their understanding, the ministry said in response to an inquiry to its Children's Affairs Department.

According to the Law on the Protection of Minors, parents and guardians must protect the physical and mental health of their children, the ministry said.

Parents who run their own parlors are also forbidden from tattooing their children. 

父母自己经营的文身店也不能给自己孩子文身。

Last week, China issued a regulation prohibiting minors from getting tattooed, which took effect on June 6.

The license of the bar was also revoked, and it was listed as seriously breaching the law and conducting dishonest acts.
