可你知道吗？

让残障人士参加体育运动

最初的目的只是帮助他们改善身体状况、恢复健康

残障人士曾长期遭受歧视

身体上的畸形或残缺

被认作是瑕疵和邪恶的象征

也因此

残障群体被隔离在正常的社会生活之外

也不能像普通人一样

参加体育活动

残障人士在社会上的处境有所改善

是在二战之后

战争造成了大量的士兵伤残

社会的共识是

他们是为国效力才这样的

出于他们对国家的奉献

人们更愿意接纳、包容、尊重他们

在这一时期

采取有效的治疗方法

让残障人士的身体得到康复

成为了重要的问题

而此时

一位在德国出生的英国人

路德维格·戈特曼

提出采用“体育疗法”

让残障人士积极参加到体育运动中去

以此来代替此前被动消极的按摩治疗

这种特别疗法成效卓越

同时 在这个过程中

人们发现

残障人士展现出了超越常人的惊人毅力

体育运动不仅让残障人士的身体得到锻炼

也能够极大地调节他们的心理状态

激发他们对社会的信任和生活的热情

为了让社会更多地关注到残障人士

1948年

戈特曼在英国的斯托克·曼德维尔

举办了一场只有16名坐在轮椅上的运动员参加的运动会

虽然效果并不理想

但戈特曼并没有放弃

此后仍坚持举办了多届残运会

直到1960年

第一届残奥会在罗马成功举办

斯托克·曼德维尔运动会

也成为了残奥会的前身

但国际奥委会

并不是在一开始就支持残奥会的

1983年的时候

国际奥委会与国际残奥会协调委员会

进行会晤

国际奥委会对冬季残奥会的会徽并不满意

因为其使用了“奥林匹克”一词

破坏了商标法

但最后二者还是达成了一致

当时的国际奥委会主席萨马兰奇

允许了奥残委在冬奥会上使用“残奥会”

也就是Paralympics的名称

双方还决定

在1988年的汉城奥运会结束之后

紧接着举办残奥会

从此

奥运会与残奥会紧密联系到了一起

这一模式的形成意味着奥林匹克运动的发展登上了一个新台阶

它体现出了奥林匹克精神尊重差异、包容多样的价值观

在中国生活了8年的美籍记者Kara称，她亲眼见证了中国的污染治理成效。她找到了一张拍摄于2013年长城上的老照片，当时到处都是灰蒙蒙的，而去年登长城时她拍的新照片则记录了北京湛蓝的天空。

在绿色发展方面，中国大规模的植树造林项目可以说彻底地改善了很多地区的地表环境。

石花姐（Stephanie Stone）曾在内蒙古目睹过治沙的现场，治沙前赤峰一地全是无垠的沙海，经过几十年的治理后，眼前一片绿茵。

You look at the actual landscape today and it was tall trees, lush grass...Absolutely beautiful! You would never know that was a sand dune.

那个地方如今全是高耸的树林和绿茵草原，景色真是美极了。你绝对想不到那里曾经是一片沙漠。

同时，她表示，谈到中国近些年取得的重大成就，就一定要谈脱贫攻坚。“中国各级政府从多个角度出发攻克这一难题，我认为这一点十分值得称赞。”她说。

对此，曾在贵州拍摄过纪录片的老衲（Nathan Williams）深有感触，他还回忆了他在当地和农户一起直播卖货的故事。

We visited a Dong ethnic minority village. And they were using this folklore of mythical fairies to help farmers sell produce online via social media apps. That was kind of wild.

当时我们拜访了一座侗族村寨，村民把当地仙女故事改编成民歌，帮助本地农民在社交媒体上售卖农产品。

在他看来，这种方式很“疯狂”，“因为你根本想不到这二者之间如何联系起来，而且结果还竟然很奏效。”

对很多人来说，政府召开的会议听起来遥不可及，但也正是由于这些宏观的规划和讨论，让社会方方面面的改革有了抓手，我们的生活也由此变得越来越好。 

今年两会召开在即，“一年之计在于春”，三位外籍记者也会投入到新一年的报道中，我们一起期待他们发现更多更好的中国故事。

一、一箭22星创中国航天新纪录|New-Generation Rocket Sends 22 Satellites into Space

China launched a Long March-8 rocket to place 22 satellites in space on Sunday, setting a domestic record for the most spacecraft launched by a single rocket. The rocket blasted off at 11:06 a.m. from the Wenchang Spacecraft Launch Site in the southern Hainan province, before sending the satellites into preset orbit.

北京时间2月27日11时06分，我国在文昌航天发射场使用长征八号运载火箭成功将22颗卫星发射升空，送入预定轨道，创造我国一箭多星新纪录。

These satellites will then be released in 12 groups.

火箭在进入太空轨道后将分12批次释放卫星。

They will be mainly used for commercial remote sensing services, marine environment monitoring, forest fire prevention and disaster mitigation.

卫星主要用于提供商业遥感信息、海洋环境监测、森林防火减灾等服务。

二、我国网民人数达10.32亿|China Sees Rise in Internet Users

In China, more than 1.032 billion people were internet users by the end of last year, of whom, those over 60 were 119 million, said a report issued Friday by the China Internet Network Information Center. The number of senior netizens demonstrates that elderly people have been accelerating their integration into the network society, the report said.

中国互联网络信息中心（CNNIC）2月25日发布的报告显示，截至2021年12月，中国网民规模达10.32亿，其中60岁及以上网民1.19亿，表明老年群体正加速融入网络社会。

It showed that 52.1 percent of the senior netizens purchase daily necessities online, with 46.2 percent surfing the internet to find information.

老年群体中，能独立完成购买生活用品和查找信息等网络活动的老年网民比例已分别达到52.1%和46.2%。

It said more than 57.6 percent of people living in rural areas have access to the internet, adding that the gap between cities and countryside was narrowing.

报告显示，城乡上网差距继续缩小，农村地区互联网普及率超过57.6%。

The average time that a netizen spent online last year was about 28.5 hours per week, 2.3 hours more than in 2020.

去年我国网民人均每周上网时长达到28.5个小时，较2020年增加2.3个小时。

More than 90.5 percent of the total netizens online were short-video users, it added.

在网民中，短视频用户使用率为90.5%。

三、证券市场投资者数量突破2亿|Securities Market Sees Number of Investors Exceed 200m

China saw the number of investors in its securities market exceed 200 million as of Feb 25, official data shows. In March 2019, the number of investors topped 150 million for the first time, according to the China Securities Depository and Clearing Co.

中国证券登记结算有限责任公司最新发布的数据显示，自2019年3月突破1.5亿户以来，我国境内证券市场投资者数量不断增长，到2022年2月25日已突破2亿户大关。

In January, the securities market attracted more than 1.32 million new investors. Individuals accounted for the majority of new investors, the data shows.

2022年1月新增投资者数量超132万户，其中绝大部分为个人投资者。

By the end of last month, the newly established Beijing Stock Exchange had more than 4.8 million qualified accounts.

截至2022年1月底，新成立的北京证券交易所投资者数量超480万户。

四、美欧将部分俄银行排除出环球银行金融电信协会支付系统|US, Europe to Remove Some Russian Banks from the Society for Worldwide Interbank Financial Telecommunications

The United States, Britain, EU and Canada on Saturday moved to block some Russian banks' access to the Society for Worldwide Interbank Financial Telecommunications international payment system as part of another round of sanctions against Moscow as it continues its military operation against Ukraine. The measures, which will also include restrictions on the Russian central bank's international reserves, will be implemented in the coming days, the nations said in a joint statement.

2月26日，为应对俄罗斯在乌克兰境内采取的军事行动，美国、英国、欧盟及加拿大等发表联合声明，宣布对俄最新制裁：将部分俄罗斯银行排除在环球银行间金融通信协会支付系统之外，并对俄罗斯央行实施限制措施，以防其配置国际储备削弱制裁措施造成的影响。这些制裁措施将在未来几天开始实施。

五、新研究证实：濒死者大脑中会“回放”人生重要片段|New Study: Life May Actually Flash Before Your Eyes on Death

New data from a scientific "accident" has suggested that life may actually flash before our eyes as we die.

一场科学“事故”的新数据显示，人在临终前真的会经历“人生走马灯”。

A team of scientists set out to measure the brainwaves of an 87-year-old patient who had developed epilepsy. But during the neurological recording, he suffered a fatal heart attack - offering an unexpected recording of a dying brain.

一个科学家团队为一名87岁的癫痫患者测量脑电波，但是在测量过程中患者突发心脏病死亡，从而意外记录下了濒死大脑的脑电波。

It revealed that in the 30 seconds before and after, the man's brainwaves followed the same patterns as dreaming or recalling memories.

脑电图显示，在死亡前后的30秒内，患者的脑电波经历了和做梦或回忆相同的模式。

Brain activity of this sort could suggest that a final "recall of life" may occur in a person's last moments, the team wrote in their study, published in Frontiers in Aging Neuroscience on Tuesday.

Dr Ajmal Zemmar, a co-author of the study, said that what the team, then based in Vancouver, Canada, accidentally got, was the first-ever recording of a dying brain.

It continued 30 seconds after the patient's heart stopped beating.

After barking for weeks since the eruption of Russia-Ukraine tensions, Taiwan leader Tsai Ing-wen has finally received her long-awaited treats from across the Pacific.

自俄乌冲突爆发以来，台湾地区领导人蔡英文叫嚣数周，终于从太平洋彼岸收到了她期待已久的礼物。

The Joe Biden administration sent a high-level delegation of former officials on Asia affairs and security from both parties, led by Michael Mullen, former chairman of the Joint Chiefs of Staff, to the island on Tuesday to reaffirm to the Tsai administration the US' "rock solid" commitment to Taiwan's security, and to spur her to further upgrade the island's defense system.

A second deal of $100 million was approved on Feb 7, with the US administration citing the Ukraine crisis as an impetus. Nobody will be surprised if the Biden administration announces its approval of a third arms sales after the visit.

The reason why Tsai is trying to take advantage of the Ukraine crisis to arouse the international community's "empathy" with the island is that she wants to blur the line on the Taiwan question. But the international community is well aware that it is an internal affair of China.

蔡英文当局之所以想借乌克兰危机，唤起国际社会对台湾的“同情”，是因为其想在台湾问题上模糊界限。但是台湾问题是中国的内政，国际社会对此心知肚明。

Although the island's defense budget has risen from $11 billion when Tsai took her post in 2016 to $17 billion this year, much of which has found its way into the pockets of the US military complex, it has only served to fuel Tsai's anxiety.

The US should match its words with deeds and uphold the one-China principle with sincerity. It was the 50th anniversary of the release of the Shanghai Communique on Monday, in which the US side acknowledged that Taiwan is a part of China and reaffirmed "its interest in a peaceful settlement of the Taiwan question by the Chinese themselves".

美方应言行一致，真诚维护一个中国原则。2月28日适逢中美《上海公报》发表50周年，美方在《上海公报》中承认台湾是中国的一部分，并重申“它对由中国人自己和平解决台湾问题的关心”。

That's a responsible stance for the US to adopt today.

As for Tsai, her anxiety will continue to grow as it stems from her knowledge that her secessionist cause is doomed to failure as it goes against the will of the Chinese nation.

一、“十四五”国家老龄事业发展和养老服务体系规划|China Releases 5-Year Plan for Elderly Care Services

China's State Council has released a plan for the development of the country's elderly care services system during the 14th Five-Year Plan period (2021-2025), in its latest step to implement a national strategy to address population aging. The plan specifies major goals and tasks for the five-year period, including expanding elderly care services, improving the health support system for the elderly, and advancing innovative and integrated development of service models.

为贯彻落实积极应对人口老龄化国家战略，国务院日前印发《“十四五”国家老龄事业发展和养老服务体系规划》，明确了“十四五”时期的主要目标和工作任务，包括养老服务供给不断扩大，老年健康支撑体系更加健全，为老服务多业态创新融合发展等。

It lists nine major indicators, such as the number of elderly care beds and the ratio of nursing care beds in elderly care institutions, to mobilize society as a whole to actively respond to population aging.

《规划》还明确了养老服务床位总量、养老机构护理型床位占比等9个主要指标，推动全社会积极应对人口老龄化格局初步形成。

二、约会软件鼓励法国年轻人为大选投票|French Tinder Hooks up with NGO to Turn out Young Voters

Just a few days after Valentine’s Day, Tinder and the French NGO A voté made their liaison official, “to match Generation Z with voting”. The partnership kicked off on Thursday and will run through April 8 – two days before the first round of France’s presidential elections – and has one goal: to get more French youths to cast their votes.

Although the alliance might seem like a fun, new way to reach out to younger age groups, the campaign is a response to a serious issue in France: soaring abstention rates among young people.

As the Regional Comprehensive Economic Partnership goes into force in Malaysia on March 18, China will adopt the first-year tariff rates for member states of the Association of Southeast Asian Nations under the trade agreement on some imports from Malaysia, the Customs Tariff Commission of the State Council said.

《区域全面经济伙伴关系协定》（RCEP）将于2022年3月18日起对马来西亚开始生效实施。国务院关税税则委员会发布公告，自2022年3月18日起，对原产于马来西亚的部分进口货物实施RCEP东盟成员国所适用的第一年税率。

RCEP was signed in November 2020 by 15 Asia-Pacific countries, including China and the 10 member states of ASEAN. It has already taken effect in 11 member economies.

2020年11月，东盟十国以及中国等15个国家正式签署RCEP。截至目前，RCEP已对11国正式生效。

四、“十四五”退役军人服务和保障规划印发|China to Bolster Services, Support for Veterans

China has issued a plan to further bolster the high-quality development of services and support for retired servicemen during the 14th Five-Year Plan period (2021-2025). The main objectives are to improve assistance, work opportunities, pensions and preferential treatment for veterans, while better protecting their rights, interests and dignity, said the plan jointly issued by the general offices of the Communist Party of China (CPC) Central Committee, the State Council and the Central Military Commission.

为推动退役军人工作高质量发展，中共中央办公厅、国务院办公厅、中央军委办公厅日前印发《“十四五”退役军人服务和保障规划》）。《规划》提出服务保障能力明显提升、安置就业质量全面提高、抚恤优待制度更加健全、合法权益得到有力维护等主要目标。

To deliver on the goals, the plan outlines measures including improving the management system for veterans’ affairs, reforming the assistance system for veterans, supporting their employment and entrepreneurship, and advancing the system for the provision of pensions and preferential treatment.

《规划》部署了完善退役军人事务管理体系、深化退役军人安置制度改革、全面促进退役军人就业创业、健全抚恤优待保障制度等重点任务。

Talks between Ukraine and Russia began on Monday noon local time and were still ongoing as of press time in the Gomel region of Belarus near the border with Ukraine.

All Moscow's security concerns must be taken into account to achieve a settlement in Ukraine, Russian President Vladimir Putin said on Monday during a telephone conversation with French President Emmanuel Macron.
