Arbitrating Empire: United States Expansion and the Transformation of International Law (Oxford UP, 2024) by Dr. Allison Powers offers a new history of the emergence of the United States as a global power-one shaped as much by attempts to insulate the US government from international legal scrutiny as it was by efforts to project influence across the globe. Drawing on extensive archival research in the United States, Mexico, Panama, and the United Kingdom, the book traces how thousands of dispossessed residents of US-annexed territories petitioned international Claims Commissions between the 1870s and the 1930s to charge the United States with violating international legal protections for life and property.
Through attention to the consequences of their unexpected claims, Dr. Powers demonstrates how colonized subjects, refugees from slavery, and migrant workers transformed a series of tribunals designed to establish the legality of US imperial interventions into sites through which to challenge the legitimacy of US colonial governance. One of the first social histories of international law, the book argues that contests over meanings of sovereignty and state responsibility that would reshape the mid-twentieth-century international order were waged not only at diplomatic conferences, but also in Arizona copper mines, Texas cotton fields, Samoan port cities, Cuban sugar plantations, and the locks and stops of the Panama Canal.

Growing up in Crown Heights, Brooklyn as a member of the Chabad-Lubavitch Hasidic Orthodox Jewish community, Zalman Newfield was raised in an atmosphere of strict gender segregation, rigorous religious education, and nearly all-consuming ritual practices. Trained to be a Lubavitch emissary, he traveled around the world doing Jewish outreach to help usher in the messianic redemption. However, after exposure to the wider world, he abandoned the faith of his youth.

Brooklyn Odyssey: My Journey Out of Hasidism (Temple University Press, 2026) is Newfield's poignant and hopeful memoir about exiting Orthodoxy. He recounts asserting his individuality and taking the radical step of shaving his beard. The presence of Latinx people in the American South has long confounded the region's persistent racial binaries. In Making the Latino South: A History of Racial Formation (UNC Press, 2023), Cecilia Márquez uses social and cultural history methods to assess the racial logics that have shaped the Latinx experience in the region since the middle of the twentieth century. Structuring her argument around several major themes that frequently signpost the history of the South and of race relations in the United States--the rise of an increasingly mobile middle class, the civil rights movement and fight over school integration, the growth global connection of the region's economy, and political conflict over immigration--Márquez reveals how Latinx people in the South have confronted both whiteness and antiblackness, and how cultural boundaries to exclude Black people from full participation in the life of the region and nation have been essential to the construction of Latinx as a category.

Moral Storytelling in 1920s New York, Odessa, and Bombay compares and connects stories of the street in three compelling cosmopolitan port cities. It offers novel insights into significant and varied areas of study, including city life, sex, prostitution, jazz, dancing, gangsters, criminal undergrounds, cinema, ethnic and racial experiences and conflicts, prohibition and drinking, street violence, 'hooliganism' and other forms of 'deviance' in the contexts of capitalism, colonialism, communism, and nationalism.
The book tells the stories of moralizers: empowered and insistent critics of deviance driven to investigate, interpret, and interfere with how people lived and played. Beside them, not always comfortably, were the policemen and journalists who enforced and documented these efforts. It also reveals the histories of women and men, mostly working class and young, who were observed and categorized: those judged to be wayward, disreputable, disorderly, debauched, and wild. Dr. Steinberg explores this global culture war and the everyday moral improvisations-shaped by experiences of class, generation, gender, ethnicity, and race-that came with it.

Walter Lippmann was arguably the most recognized and respected political journalist of the twentieth century. His "Today and Tomorrow" columns attracted a global readership of well over ten million. Lippmann was the author of numerous books, including the best-selling A Preface to Morals (1929) and U.S. Foreign Policy (1943). His Public Opinion (1922) remains a classic text within American political philosophy and media studies. Lippmann coined or popularized several keywords of the twentieth century, including "stereotype," the "Cold War," and the "Great Society." Sought out by U.S. Presidents and by America's allies and rivals around the world, Lippmann remained one of liberalism's most faithful proponents and harshest critics.

Yet few people then or since encountered the "real" Walter Lippmann. That was because he kept crucial parts of himself hiding in plain sight. His extensive commentary on politics and diplomacy was bounded by his sense that America had to adjust to the loss of a common faith and morality in a "post-Christian" era. Over the course of his life, Lippmann traded in his fame as a happy secularist for the stardom of a grumpy Western Christian intellectual. Yet he never committed himself to any religious system, especially his own Jewish heritage.

Walter Lippmann: American Skeptic, American Pastor (Oxford University Press, 2023) considers the role of religions in Lippmann's life and thought, prioritizing his affirmation and rejection of Christian nationalisms of the left and right. It also yields fresh insights into the philosophical origins of modern American liberalism, including liberalism's blind spots in the areas of sex, race, and class. But most importantly, this biography highlights the constructive power of doubt. For Lippmann, the good life in the good society was lived in irreconcilable tension: the struggle to be free from yet loyal to a way of life; to recognize the dangers yet also the necessity of civil religion; and to strive for a just and enduring world order that can never be. In the end, Lippmann manufactured himself as the prophet of limitation for an extravagant American Century.

The world’s largest public works investment visible from space, the Interstate Highway System and the hundreds of thousands of miles of supporting roadways, are frequently hailed as a marvel and triumph of engineering. President Eisenhower’s 1956 Interstate Highway Act is often praised as a model of successful bipartisanship.

Today, the extensive damage wreaked by the creation of the highway system and the ills of car dependency are more widely acknowledged. Congestion and traffic deaths remain endemic despite nearly three-quarters a century of public policies and trillions of dollars spent with a primary stated goal of reducing congestion and improving traffic safety. The financing, governance, and construction models established by the 1956 act continue to influence what gets built today.

In Overbuilt: The High Costs and Low Rewards of US Highway Construction (Island Press, 2025), transportation planning expert Dr. Erick Guerra describes how the US roadway system became overbuilt, how public policy continues to encourage overbuilding, what the scale and consequences of overbuilding are, and how we can rethink our approach to highway building in the US.

Guerra explains that the national propensity to build roadways is no longer official or intentional policy. Instead, overbuilding stems from the institutions, finance mechanisms, and evaluation metrics developed in the first half of the twentieth century. While more funds are set aside for transit, walking, biking, and beautification, the investment paradigm has not changed. Planners and engineers have not adjusted the tools they use to determine which roads should be built, rebuilt, or widened and why. The country has added more lanes of urban Interstate since declaring the Interstate system complete than prior to it.

Despite having too much roadway, the country is still operating in construction mode, using the same basic approach used to finance and build the interstate system quickly, Dr. Guerra states. The interstate was completed more than three decades ago. Overbuilt argues convincingly that it is time to move on.

False Front: The Failed Promise of Presidential Power in a Polarized Age

Political Scientist Kenneth Lowande (University of Michigan) has a new book, False Front: The Failed Promise of Presidential Power in a Polarized Age, examining the ways in which presidents seem to be using their extraordinary powers (of the office itself) but are often holding back so as to avoid the full implementation of policies and ideas. This is an interesting thesis, since it takes apart the ways in which presidents operate, getting at not only the presentation of presidential power and the rhetoric used by presidents to illuminate their powers, but also where the full capacity of the Executive branch may not be put into action around issues, policies, or ideas. Lowande is assessing what is essentially symbolic, especially for the president, but is not substantive, even if it may seem that way.

This concept, this “false front”, comes out of the polarization within the American political system, and the difficulty that presidents also have in trying to accomplish policy shifts and changes. This is also in context of a Congress that has ceded significant power to the Executive and is generally less productive in terms of passing and implementing policy than it was in the past. This is then combined with the adjustments that presidents and presidential candidates have made in the way they approach the campaign and then their work while in office, since they are compelled to construct their own “brand” as a means to getting elected. Once in office, presidents then need to perform in some way that convinces the public that they are trying to execute what they promised while on the campaign trail. But the political climate makes those outcomes extraordinarily difficult. So, presidents have constructed this path where they publicly lean into policy areas, making public statements, having ceremonies and press releases, taking executive actions, or signing Executive Orders to illustrate their commitment and their activity, but when these policy areas are examined in some depth, it turns out that not much happened after all of this attention and apparent action.

Lowande notes, in our conversation, how once he had zeroed in on this presidential mode of operating it is very difficult not to see it. This becomes a kind of model of presidential behavior and strategic approaches. False Front: The Failed Promise of Presidential Power in a Polarized Age essentially interrogates the founding basis for the American presidency, where Alexander Hamilton argued that the president is to be held accountable and responsible for the actions taken in the office itself. The media plays a role in this as well, since they report on the actions taken by the president—at least in terms of rhetoric, press releases, signing ceremonies, and executive actions—but there is no follow on analysis, for the most part, of the actual implementation of the policies and the plans. If there is no measurable outcome to distinguish how the policy solved the problem, or satisfied the demand for the policy, then the presidential action or rhetoric is disconnected from any particular policy or public good. This is also at odds with the reason for a democratic republic—where the demands of the voters are to be translated into real outcomes, not imaginary ones.

All over the world, masses of people watch, follow, document, and obsess over baseball. Everything remarkable about the impact of baseball derives from the game's history and cultural status as events that draw people together in these ways. Understanding baseball as a cultural phenomenon is therefore less a matter of mastering the vocabulary of the game or merely recollecting its iconic stadiums, players, and stats. While all those details compel insiders and inspire fans, baseball's peculiar and persistent appeal can only be understood by adopting a wider lens. It requires reckoning with the history of structured competition. The classic backyard game of catch between a father and son draws meaning from its associations with the organized sport and its history. The challenge lies less in finding one perfect spot to look, but rather in identifying the many different places where baseball has accumulated significance.

Out of the Ballpark: How to Think about Baseball (Oxford University Press, 2026) reconsiders the character, meaning, and delights of the game by exploring both baseball's unusual features and the sport's many resonances with other aspects of modern life. To this end, it abandons several assumptions and mythologies that underlie most approaches to histories of baseball: that it is unique among sports and fundamentally different from other kinds of entertainment; that it is specific to the United States; that it has changed fundamentally in recent years; and that the keys to understanding it lie primarily in examining what happens on the field of play.

Instead, David M. Henkin moves across time and space to examine baseball's history since the nineteenth century and beyond US borders. He takes readers inside the structures of clubs and leagues, interprets the sacred scripture of rulebooks, and illuminates some of baseball's rites and rituals that are often associated with honor and manhood. He charts baseball's significance along the routes of American and Japanese imperial expansion and the shifting maps of race and ethnicity in the US. Baseball is found at negotiating tables that pit capital against labor and in pivotal moments in the history of mass media. Here, we are shown how baseball might offer a complex and capacious space for thinking about such things as spectatorship, success, community, order, and contingency in the modern world.

How the war on drugs created the gold standard treatment for addiction--until America's opioid crisis got privatized for profit, to the detriment of patients.

Despite epidemic levels of overdoses in the United States, by 2020, only twenty percent of Americans suffering from opioid use disorder (OUD) received medication-assisted treatment (MAT), the gold standard of addiction treatment, which uses methadone, buprenorphine, or naltrexone to reduce illicit drug use and curb the symptoms of withdrawal. While MAT is the most effective treatment available for OUD, it's also the most controversial, the most expensive, and the most difficult to access. And yet, the medications at the center of this treatment--and the private industries that distribute them--generate roughly sixteen billion dollars each year, on par with national sales of coffee and pet food.

In Addiction, Inc: Medication-Assisted Treatment and America's Forgotten War on Drugs, historian Emily Dufton explains how this promising avenue of treatment emerged during President Richard Nixon's war on drugs in 1971 as a radical experiment in public health, when hundreds of federally-funded treatment clinics opened nationwide. Dufton then explores how these nationalized clinics gave way to an immensely profitable private industry that offers poor care at high costs to an insufficient number of people. Drawing on original research and over a hundred interviews with policymakers, medical experts, pharmaceutical lobbyists, and patients and their families, she tells a gripping story of squandered potential and missed opportunities, as MAT transformed from a revolutionary political project launched from the White House itself into a commercial success--and a public health disaster.
