Mexico is at the center of the global battle over abortion. In 2007, a watershed reform legalized the procedure in the national capital, making it one of just three places across Latin America where it was permitted at the time. Abortion care is now available on demand and free of cost through a pioneering program of the Mexico City Ministry of Health, which has served hundreds of thousands of women. At the same time, abortion laws have grown harsher in several states outside the capital as part of a coordinated national backlash.

In Lawful Sins: Abortion Rights and Reproductive Governance in Mexico (Stanford University Press, 2022), Dr. Elyse Ona Singer argues that while pregnant women in Mexico today have options that were unavailable just over a decade ago, they are also subject to the expanded reach of the Mexican state and the Catholic Church over their bodies and reproductive lives. By analyzing the moral politics of clinical encounters in Mexico City's public abortion program, Lawful Sins offers a critical account of the relationship among reproductive rights, gendered citizenship, and public healthcare. With timely insights on global struggles for reproductive justice, Dr. Singer reorients prevailing perspectives that approach abortion rights as a hallmark of women's citizenship in liberal societies.

The phrase "racial capitalism" was used by Cedric Robinson to describe an economy of wealth accumulation extracted from cheap labor, organized by racial hierarchy, and justified through white supremacist logics. Now, in the twenty-first century, the biotech industry is the new capitalist whose race-based exploitation engages not only labor but racialized consumption. This arrangement is upheld through US drug policy, which over the past century has created a split legal system—one punitive system that criminalizes drug use common among Black, Brown, and lower-income communities and another system characterized by compassion and care that medicalizes, and thus legalizes, drug use targeted to middle-class White people.

In the award-winning book Whiteout: How Racial Capitalism Changed the Color of Opioids in America (U California Press, 2023), a trio of authors—Helena Hansen, Jules Netherland, and David Herzberg—explain how this arrangement came to pass, what impacts it has, and what needs to be done. This remarkable book won the 2023 Rachel Carson Book Prize from the Society for the Social Studies of Science.

In this compelling and informative interview, Carrie N. Baker discusses her newest book, Abortion Pills: US History and Politics (Amherst College Press, 2024). This book is the first comprehensive history of abortion pills in the United States, and Baker examines the actions of scientists, policy-makers, pharmaceutical companies, pro-abortion rights activists and anti-abortion forces as the abortion pill was developed in France in 1980, and subsequently brought to market in the United States. She carefully investigates the fight for FDA approval of the abortion pill, and reproductive rights advocates’ work to expand access. She pays particular attention to the critical period of 2020-2024 when in the midst of the COVID-19 pandemic telemedicine abortion became a possibility. Baker ends exploring attempts to restrict abortion pills and self-managed abortions in the wake of the Dobbs v. Jackson Women's Health Organization Supreme Court decision. In this thoroughly researched history, Baker draws on interviews with over 80 activists, abortion providers, researchers, and people who have used abortion pills to demonstrate the range of actors involved in efforts to expand access to abortion pills. In addition, she analyzes medical research, government records, legal cases, and the archives of several reproductive health organizations.

This episode features a conversation with Dr. Cindy Ermus on her recently published book, The Great Plague Scare of 1720: Disaster and Diplomacy in the Eighteenth-Century Atlantic World. Published by Cambridge University Press, The Great Plague Scare of 1720 follows the Plague of Provence from 1720 to 1722 to understand new forms of contagion and its management. As one of the last major epidemics of the plague to strike Western Europe, the Plague of Provence generated a public health crisis that impacted the social, commercial, and diplomatic choices of France, which eventually spread the public health crisis to Italy, Great Britain, Spain, and their overseas colonies. In this transnational, transoceanic study, The Great Plague Scare of 1720 reveals how crisis in one part of the globe transcends geographic boundaries and influences society, politics, and public health policy in regions far from the epicenter of disaster.

Cindy Ermus is the Charles and Linda Wilson Associate Professor in the History of Medicine, and Director of the Humanities in Medicine Program at the University of Nebraska-Lincoln. She specializes in the history of medicine and the environment, especially catastrophe and public health crisis management, in eighteenth-century France and the Atlantic World. In addition to The Great Plague Scare of 1720: Disaster and Diplomacy in the Eighteenth-Century Atlantic World (Cambridge University Press, 2023), she is also the author of Urban Disasters (Cambridge UP, 2023). Currently, she is at work on a co-authored global history of epidemics (with Claire Edington). Her work has been featured in The Washington Post, The Atlantic, The Verge, Stat News, and The Miami Herald, and she has been a guest on BBC World News, Univision, Al-Jazeera, and others. She is also co-series editor for France Overseas of the University of Nebraska Press, and co-founder and co-executive editor for the digital, open-access publication AgeofRevolutions.com.

Political Scientists Dan Mallinson and Lee Hannah, both experts on state-level politics and the policy making process, have a new book that focuses on the state-level process of legalization of medical cannabis across the United States. Green Rush: The Rise of Medical Marijuana in the United States (NYU Press, 2024) is a book that needed to be written, since it is an important exploration not only of the continuing policy conflicts and tensions around marijuana in the United States, but it specifically focuses on how states have taken up this issue and what they each did in moving towards medical marijuana’s accessibility. The marijuana question in in the United States remains a fascinating federalism dynamic, with national laws in conflict with state laws, and state laws operating in different ways, around both medical marijuana and legalized recreational use of cannabis.

Mallinson and Hannah provide the reader with an excellent overview of policymaking designs and theories since their analysis takes up so many different dimensions of the policy process in the United States. They then move into the history behind the criminalization of marijuana, and the way in which this policy has clearly racialized roots. Green Rush highlights the ways that some of the shifts and changes in state policies started to make their way through different states, via action by state legislatures and or through state-wide referenda. With particular attention to a number of states, like California, Pennsylvania, Ohio, and West Virginia, Mallinson and Hannah chart the ways that different states have gone about legalizing the medical use of marijuana, which has also been part of the pathway for other states to move towards decriminalization and legalization of adult use recreational marijuana.

Green Rush is an accessible policy analysis and provides important insight into the path that medical marijuana took as it became legal in one state after another. Green Rush: The Rise of Medical Marijuana in the United States charts the policy changes themselves, but also pays attention to changing public opinion around cannabis and shifts in the war on drugs as well.

Football is the national game in the United States – and many families and friends bond over their love of the sport. While few people play professional football, many participate in tackle football as children and adolescents. In the last decades, more attention has been paid to the dangers of playing tackle football, including traumatic brain injury and the degenerative brain disease, CTE (chronic traumatic encephalopathy). As more former players donated their brains, the rate of CTE surprised even those already concerned with traumatic brain injury. If the risks are so great, why do more than two million American children under the age of 18 continue to play tackle football? Is it the opportunity to contribute to a team? Overcome adversity? Test personal limits?

In Tackle Football and Traumatic Brain Injuries: Law, Ethics, and Public Health (Johns Hopkins UP, 2024), Dr. Daniel S. Goldberg asks readers to think about American tackle football as an industry – like the American tobacco industry – that sells a product that is dangerous to those who use it. Despite the clearly documented costs to society and individuals who play, the tackle football industry has successfully manufactured doubt about the health hazards. Goldstein argues that a basic familiarity with the history of regulated industries and their intersection with public health is needed both to understand the contemporary debates and to move forward with fair and equitable policy solutions. If the risks to people who play were better known to the public, the profitability and perhaps even the viability of American football would be at risk.

Goldberg draws on public health ethics, public health law, and the histories of occupational and public health to assess the limits of parental choice to expose their children to risks of injury. Goldberg recommends using public health laws to counter the manufacture of doubt – offering specific policy proposals to address the population health and ethical problems presented by tackle football.

Today’s episode focuses on the policy challenges and politics of public healthcare in Southeast Asia, a topic which has become increasingly visible and important in Southeast Asia and in the study of the region over the past decades in the context of expanding public healthcare programs in many countries across the region and the recent experience of the global pandemic.

To discuss these issues, we are joined by Professor Sarah Shair-Rosenfield, who has been conducting research on public healthcare in Indonesia and the Philippines over the past several years. Sarah Shair-Rosenfield is a Professor of Comparative Politics in the Department of Politics and International Relations at the University of York here in the UK. She received her PhD from the University of North Carolina and then taught at Arizona State University and the University of Essex before taking up a professorial chair at the University of York. She is the author of Electoral Reform and the Fate of New Democracies: Lessons from the Indonesian Case (University of Michigan Press, 2019) and co-author of Measuring Regional Authority: A Postfunctionalist Theory of Governance (Oxford University Press, 2016), and she has published articles in leading political science and other specialist journals. She is a co-editor-in-chief of the journal Political Studies and a co-founder of the Women in Southeast Asian Social Sciences (WiSEASS) network.

Medical schools have increasingly incorporated the humanities and social sciences into their teaching, seeking to make future physicians more empathetic and more concerned with equity. In practice, however, these good intentions have not translated into critical consciousness. Humanities and social sciences education has often not only failed to deliver on its promise but even entrenched the inequalities that the medical profession set out to address. 

In Curricular Injustice: How U.S. Medical Schools Reproduce Inequalities (Columbia UP, 2024), Lauren D. Olsen examines how U.S. medical school faculty conceived, designed, and implemented their vision of education, tracing the failures of curricular reform. She argues that the way medical students encounter humanities and social sciences material in practice has served to reinforce the status quo by teaching them to individualize systemic problems. Students learn to avoid advocacy, critique, and attention to structural inequalities—while also gathering that it will be up to them to find coping strategies for problems from burnout to systemic racism. Olsen pinpoints the limitations of how clinical faculty understand the humanities and social sciences, arguing that in structuring and teaching courses, they assumed, reinforced, and glorified a white, elite model of the medical profession. Showing how deeply intertwined professional and social identities are in medical education, Curricular Injustice has significant implications for how occupations, organizations, and institutions shape understandings of inequality.

In Health Freaks: America's Diet Champions and the Specter of Chronic Illness (University of North Carolina Press, 2024) Dr. Travis A. Weisse tells a new history of modern diets in America that goes beyond the familiar narrative of the nation's collective failure to lose weight. By exploring how the popularity of diets grew alongside patients' frustrations with the limitations and failures of the American healthcare system in the face of chronic disease, Weisse argues that millions of Americans sought "fad" diets—such as the notorious Atkins program which ushered in the low-carbohydrate craze—to wrest control of their health from pessimistic doctors and lifelong pharmaceutical regimens.

Drawing on novel archival sources and a wide variety of popular media, Dr. Weisse shows the lengths to which twentieth-century American dieters went to heal themselves outside the borders of orthodox medicine and the subsequent political and scientific backlash they received. Through colorful profiles of the leaders of four major diet movements, Health Freaks demonstrates that these diet gurus weren't shady snake oil salesmen preying on the vulnerable; rather, they were vocal champions for millions of frustrated Americans seeking longer, healthier lives.

Around the world, millions are forcibly displaced by conflict, climate change, and persecution. Some cross international borders, while others are displaced within their own countries. In We Wait for a Miracle: Health Care and the Forcibly Displaced (Johns Hopkins UP, 2023), Muhammad H. Zaman shares poignant stories across continents to highlight the health care experiences of refugees and forced migrants. For many of these people, health risks unfortunately become part of the fabric of everyday life as they navigate new countries that treat them with varying degrees of care and indifference.

Across widely varied local systems, countries of origin, health concerns, and other contexts, Zaman finds that barriers to health care share these key factors: trust, social network, efficiency of the health system, and the regulatory framework of the host environment. A combination of these factors explains difficulties in accessing health care across the geographic and geopolitical spectrum and challenges the existing global public health framework, which is based entirely on local context. In moving stories that span seven countries—Sudan, South Sudan, Uganda, Zimbabwe, Pakistan, Colombia, and Venezuela—Zaman shares the everyday struggles of refugees, the internally displaced, and the stateless in accessing the health care they need.

This unique look at an urgent global challenge addresses the issue of access for populations that are currently in distress due to civil war, economic collapse, or a conflict driven by external state actors. Organic social networks and trust, rather than top-down policies, are often what save the lives of migrants, refugees, and the stateless. Focusing on that trust—and its deficit—in camps, urban slums, hospitals, and clinics, Zaman combines personal and journalistic accounts of refugees with broad systemic analysis on global health care access to compare problems and solutions in different regions and provide holistic policy and practice recommendations for refugees, internally displaced persons, and stateless populations.
